112. REIMBURSEMENT FROM THE MARICOPA ASSOCIATION OF GOVERNMENTS TRANSPORTATION IMPROVEMENT PROGRAM Authorize MCDOT to apply for $735,000 in reimbursement funding from the Maricopa Association of Governments (MAG) Five Year (Federal FY2010-2014) Transportation Improvement Program (TIP), in order to upgrade MCDOT’s Traffic Management Center (TMC) with modern traffic management technology tools for managin g County and Regional (AZTech™) roadway traffic. If the award is made, authorize to accept the funds in Fiscal Year 2010-11 in the Public Works (910) Transportation Capital Projects Fund (234) Intelligent Transportation System (INTL) Project Number T289, M CDOT TMC Upgrade. To ensure regional project coordination and following long-standing federal aid requirements, the MAG five year, annually updated Transportation Improvement Program lists all planned transportation improvement projects in the MAG area for the current and subsequent four years. This TMC Upgrade project is a MCDOT proposed project which appears in the MAG TIP. TMC services have significantly expanded since the TMC was established over a decade ago. An equipment and software upgrade is badly needed in order to replace aging systems---systems which are no longer capable of meeting growing needs for traffic signal coordination, incident management, and traveler information services. The upgrade project will involve procurement and installation of a new signal management system, modern video projection hardware, and system integration software. The project will also install new office equipment so that MCDOT employees can take full advantage of the new systems. When completed, the project will improve traffic signal control and coordination, facilitate coordination among MCDOT and the County’s emergency response departments, and help to build on the positive relationship with media outlets established through the AZTech™ program. Overall, the upgrade will significantly expand and modernize TMC functions. Most importantly, it will provide the very best tools for MCDOT to use in achieving high-quality, real time traffic management and travel information services---for all County and Regional citizens. Current estimates of total project cost are $1,097,500, which include design and construction costs. The Federal funding portion which is available for the project is $735,000, available on a reimbursement basis. The Department of Transportation’s indirect cost rate is 19.7%. The total grant amount is for capital expenditures which are not subject to indirect cost recovery. The project benefits all Supervisorial Districts (C-91-10-138-M-00)
