90. EXEMPTION TO POST EMPLOYMENT HEALTH ENHANCEMENT (RETIREMENT) PROGRAM Approve the creation of one classified position (Inspector) in Public Works/Transportation. This position request is necessary due to the participation of the previous Inspector in the Post Employment Health Plan Enhancement Program (PEHPEP) which requires that the position (#11084) be eliminated. Creation of the new position is necessary to support business operations and continuity. The loss of this position has created a staffing hardship. The Project Management & Construction division consistently has between 10 and 15 projects in the construction phase. The work not covered by in-house staff is assigned to consultant staff. In-house inspectors allow flexibility and quick response to changes in the program and public needs. Consultant inspectors cost approximately $90/hourly, while in-house inspectors cost $34/hourly. Former incumbent's position was: MRT: Inspector Status: Classified Budgeted Rate: $23.28 Due to the nature of this position and the negative budget impact, Public Works/Transportation has determined it is necessary to replace position #11084 with a new Inspector position. MRT: Inspector Status: Classified Budgeted Rate: $20.95 Public Works/Transportation will achieve savings through hiring a new employee at a lower rate of pay than the retiring employee. This will result in $4,842 annual savings for the position as required under the 2010 Retirement Health Enhancement Program. (C-91-10-193-M-00)
