65. RESOLUTION TO APPLY FOR GRANT FUNDING FOR THE ARIZONA TRANSPORTATION ENHANCEMENT PROGRAM Approve a resolution that will allow Maricopa County Department of Transportation (MCDOT) to apply for a grant through the Maricopa Association of Governments (MAG) for the Arizona Transportation Enhancement Program, in the amount of $459,610. The funds would be used for Phase 1 of the New River Road Shoulder Widening/Bicycle Lane Project. If the grant award is made, authorize the acceptance and expenditure of the grant funds, including any monies in excess of the amount applied for that MAG allocates to MCDOT for this project. Also, approve the addition of County Arterials (ARTS) Project, Sub-Project T360, New River Road: Desert Hills Drive to East Circle Mountain Road – Bike Paths, to the Public Works (910) Transportation Capital Projects Fund (234) for Fiscal Year 2011-12. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action requested does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The requested resolution would allow Maricopa County Department of Transportation to complete an application for and accept the funds to construct a paved, five-foot wide bicycle lane on both sides of New River Road, from Desert Hills Drive to East Circle Mountain Road (length of 3.2 miles). The improved roadway will be 50 feet wide over 3.2 miles. Populations served will include the communities of New River, Anthem, Desert Hills, Cave Creek and North Phoenix. The Department of Transportation’s indirect rate for FY 2010-11 is 12.2%. The total grant amount is for capital expenditures which are not subject to indirect cost recovery.
