88. CONSTRUCTION MANAGER AT RISK CONTRACT WITH BRIGNALL CONSTRUCTION FOR ESTRELLA TO TOWERS JAILS CHILLED WATER LOOP EXPANSION PROJECT Approve a contract (918-11-018) between Brignall Construction and Maricopa County through the Facilities Management Department, in the not-to-exceed amount of $4,754,543. The purpose of this contract is to furnish all labor, materials and incidentals as required to complete the Estrella to Towers Jails Chilled Water Loop Conversion combined projects (MC-A-10-547) per the construction documents prepared by the engineer and industry standards. This contract is effective from August 4, 2010 until February 21, 2011. The project is located in District 5. On June 22, 2009, the Board of Supervisors approved the Estrella to Towers Jails Chilled Water Loop Expansion combined projects for inclusion in the Facilities Management Department Major Maintenance Program for fiscal years 2010 and 2011. This project consists of two separate projects that were combined to create efficiencies in procurement and implementation and to gain economies of scale for general conditions. The project includes an upgrade to the Heating, Ventilation & Air Conditioning (HVAC) systems for the Estrella and Towers Jail facilities, which include connection of these facilities to the chilled water loop that exists at the Durango Campus. This project was procured in accordance with all Arizona Statutes and Article 5 of the Maricopa County Procurement Code. Pre-Construction Services: $33,647, completed during FY10. (C-91-11-020-5-00)
