91. IGA WITH FLOOD CONTROL DISTRICT FOR RIGGS ROAD BRIDGE AT SONOQUI WASH PROJECT Approve the Intergovernmental Agreement (IGA) between Maricopa County, acting through the Maricopa County Department of Transportation (County) and the Flood Control District of Maricopa County (District) for the Riggs Road Bridge at Sonoqui Wash project. The total estimated cost of the Project is $4.6 Million. The County’s cost share responsibility is currently estimated at $2.71 Million. The District’s cost share responsibility is currently estimated at $1.89 Million. Pursuant to A.R.S. Section 42-17106(B), approve the transfer of FY 2010-11 expenditure authority decreasing the Public Works (910) Transportation Capital Projects Fund (234) Transportation Administration (TADM) Project by $2,000,000 and increasing the Public Works (910) Transportation Capital Projects Fund (234) Bridge Preservation (BRIG) Project by $2,000,000. Approval of this action will provide funding for Sub-Project T254, Riggs Road Bridge and Sonoqui Wash. The remaining balance on the sub-project will be budgeted in FY 2011-12. These adjustments result in a net impact of zero and do not change the duly adopted budget as approved by the Board of Supervisors. The purpose of the Project is to construct a 2 span Type IV Girder bridge with associate piers, abutments, roadway approaches, landscaping, and sidewalks. 42. AMENDMENT TO IGA WITH FLOOD CONTROL DISTRICT FOR RIGGS ROAD BRIDGE AT SONOQUI WASH PROJECT Approve the first amendment to the Intergovernmental Agreement (IGA) between Maricopa County, acting through the Maricopa County Department of Transportation (County) and the Flood Control District of Maricopa County (District) for the Riggs Road Bridge at Sonoqui Wash project. The cost attributed to this amendment is not to exceed $200,000 for the County. Funds are budgeted in the Public Works (910) Transportation Capital Projects Fund (234) Bridge Preservation (BRIG) Project, Sub-Project T254, Riggs Road Bridge at Sonoqui Wash. The purpose of this amendment is to rescind the responsibilities of the District and the County for implementing 201st Street improvements, as established in the original agreement. This amendment will add responsibilities to the District and the County for implementing 203rd Place improvements and provide public access to Riggs Road compatible with future road improvements and enhanced traffic safety. 45. AMENDMENT TO IGA WITH FLOOD CONTROL DISTRICT FOR RIGGS ROAD BRIDGE AT SONOQUI WASH PROJECT Approve Amendment No. 2 to Intergovernmental Agreement (C-91-11-042-M-01) between Maricopa County, acting through the Maricopa County Department of Transportation (County), and the Flood Control District of Maricopa County (District), acting by and through its Board of Directors, for the Rights-of-way Acquisition, Design, Utility Relocations, Construction, Construction Management, and Operation and Maintenance of the Riggs Road Bridge at Sonoqui Wash. The purpose of this Amendment No. 2 is to modify the funding and responsibilities for construction management services and clearly establish the specific responsibilities for maintenance of the Marsh Road box culvert. The District will provide to the County $62,682.42 for construction management services requested by the District for Marsh Road and previously completed. Approval of this Amendment No. 2 will authorize the District to execute payment of the $62,682.42 to the County and authorize the County to accept the $62,682.42 from the District for construction management services. 57. ADMINISTRATIVE CORRECTION TO AMENDMENT NO. 2 IGA REGARDING RIGGS ROAD AT SONOQUI WASH Approve Addendum to Amendment No. 2 of the Intergovernmental Agreement between Maricopa County, acting through the Maricopa County Department of Transportation (County), and the Flood Control District of Maricopa County (District), acting by and through its Board of Directors, for the Rights-of-way Acquisition, Design, Utility Relocations, Construction, Construction Management, and Operation and Maintenance of the Riggs Road Bridge at Sonoqui Wash. This is an administrative correction to C-91-11-042-M-02, in order to replace the copy of the Intergovernmental Agreement in the backup document with the correct document as an incorrect version that was inadvertently attached. The approval request agenda language regarding Amendment No. 2 to the Intergovernmental Agreement regarding Riggs Road Bridge at Sonoqui Wash remains in effect.
