28. CONNECTED VEHICLE POOLED FUND STUDY Approve request for the Maricopa County Department of Transportation (MCDOT) to join the Connected Vehicle Pooled Fund Study (PFS) entitled “Program to Support the Development and Deployment of Connected Vehicle Applications,” a U.S. Department of Transportation (USDOT) vehicle initiative. Additionally approve MCDOT’s annual membership contribution of $25,000 per year for five years (FY17-FY21), in which the USDOT funding program will entitle MCDOT to participate in the study as a Core Member and vote on official business and project opportunities funded by USDOT. Funds for the membership are programmed in the Department of Transportation Operating Fund (fund 232) for Sub-project TE024, MCDOT Intelligent Transportation System (ITS). Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this requested action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. Section 42-17105. MCDOT has been utilizing its membership in the Connected Vehicle PFS Program since FY2011 (C-91-11-053-G-00) and has leveraged potentially transformative capabilities of this technology with its own ITS activities. MCDOT is recognized nationally for its leadership in ITS programs, such as Connected Vehicle and SMARTDrive technology. Specifically, the Connected Vehicle PFS funded the development and implementation of the Multi Modal Intelligent Traffic Signal Systems (MMITSS) project at MCDOT’s Anthem Test Bed. (C-64-17-120-M-00)
