54. EXPENDITURE APPROPRIATION ADJUSTMENT FOR UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) GRANT In accordance with A.R.S.42-17106(B), approve an expenditure appropriation adjustment increasing the FY2010-11 Public Works/Solid Waste (910) Solid Waste Grants Fund (581) Non-Recurring/Non-Project (0001) expenditures in the amount of $22,994. The original United States Department of Agriculture (USDA) grant that was effective October 1, 2008 through September 30, 2010 for $205,000 was approved and budgeted in FY2008-09 and FY2009-10. The reason the grant funds were not budgeted in FY2010-11 is because the balance of the grant was scheduled to be utilized during FY2009-10. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-91-11-082-M-00)
