55. IGA WITH THE CITY OF SURPRISE FOR INTERSECTION IMPROVEMENTS AT BELL ROAD AND EL MIRAGE ROAD Approve the Intergovernmental Agreement between Maricopa County and the City of Surprise for intersection improvements at Bell Road and El Mirage Road. Funding for this project is available in Public Works (910) Transportation Capital Projects Fund (234) MAG ALCP Project (ALCP) Sub-Project T341, El Mirage Road: Picerne Road to Bell Road. The County agrees to act as the lead agency for the project including design, construction, right-of-way acquisition and utility relocation. The total project cost is estimated at $6,000,000. Since the County will incur all project regional costs, the County will retain all Maricopa Association of Governments (MAG) Arterial Life Cycle Program (ALCP) reimbursements, which are estimated at $4,200,000 or 70% of the total project cost. The County’s financial contribution is equal to 50% (or $900,000) of the estimated $1.8 million local cost plus any additional portion of the local cost that exceeds the maximum City of Surprise contribution of $1,000,000. The County agrees to invoice the City of Surprise for a total not to exceed $1,000,000 over a 3-year period, as prescribed in the agreement. The City shall remit payment within 30 days of receipt of an invoice from the County. The City shall provide permits at no cost to the County for any work done with the City’s jurisdictional boundaries for the project. The City authorizes the County to acquire any and all necessary right-of-way within the City for the project. (C-91-11-094-M-00)

42. CONTRACT WITH RITOCH-POWELL & ASSOCIATES FOR EL MIRAGE ROAD: BELL ROAD TO PICERNE ROAD PROJECT Approve Contract No. 2010-051, with Ritoch-Powell & Associates, in the amount of $218,656.50 for Maricopa County Department of Transportation’s Design Services, El Mirage Road: Bell Road to Picerne Road, MAG ALCP Projects (ALCP), Sub-Project No. T341. The Contract completion date shall be 365 calendar days after the Notice to Proceed has been issued. This work to be accomplished by this contract is in compliance with and to fulfill the prescribed terms of an approved Intergovernmental Agreement with City of Surprise; Agenda Item No. C-91-11-094-M-00 approved by the Board of Supervisors on December 1, 2010.
