3. IGA WITH THE CITY OF GLENDALE FOR NORTHERN PARKWAY DRAINAGE IMPROVEMENTS FROM SARIVAL AVENUE TO DYSART ROAD Approve the Intergovernmental Agreement (FCD 2010A008) for design, right-of-way acquisition, construction, construction management, operations and maintenance of the Northern Parkway Drainage Improvements project between City of Glendale, Maricopa County, through the Maricopa County Department of Transportation (MCDOT), and the Flood Control District of Maricopa County (FCD). The project is in the MAG Arterial Life Cycle Program (ALCP) Project Bin, Subproject T195. This Agreement shall be effective upon signature by the Board and shall remain in effect for 10 years or until the project is completed, which is anticipated to be September 2012. The White Tanks Loop 303 Area Drainage Master Plan Update (ADMP) identified flooding problems in the area north of and adjacent to Luke Air Force Base, and recommended solutions to these problems. In addition, there is a need to accommodate drainage for the proposed Northern parkway, a new arterial roadway between Sarival Avenue and Dysart Road. This Project will construct a regional channel adjacent to the proposed Northern Parkway to capture the 100-year flood from the upstream watershed and convey the floodwaters to the Agua Fria River via the Dysart Drain. The channel, which is designed as a multi-use facility, will also provide an outfall for Northern Parkway road drainage. The Dysart Drain connection also provides an outfall channel for future FCD projects serving the upstream watershed area. This cooperation between agencies created substantial cost savings for all parties and facilitated implementation of a portion of the White Tanks Loop 303 ADMPU. MCDOT is the lead agency for design and construction; FCD is bearing 50% of the project costs; MCDOT is bearing 50% of the project costs; and the City of Glendale will be responsible for operation and maintenance of the facility. The project total cost including design, ROW acquisition, construction and construction management is expected to be approximately $15 million, with the MCDOT share estimated as $7.5 million and the FCD share estimated as $7.5 millio n.
