63. DONATION FROM THE FEDERAL HIGHWAYS ADMINISTRATION AND THE ARIZONA LOCAL TECHNICAL ASSISTANCE PROGRAM (AZ-LTAP) FOR A SAFETY EDGE SHOE Authorize the Maricopa County Department of Transportation (MCDOT) to accept the grant-like donation of a Safety Edge Shoe from the Federal Highways Administration and the Arizona Local Technical Assistance Program (AZ-LTAP). The value of the Safety Edge Shoe is $3,000.00. This grant-like item is awarded in kind, the value of which will be booked as a revenue and expenditure in the Finance System. The Public Works - Transportation Department's FY 2012-13 indirect cost rate is 6.8%. The total grant amount is for a non-monetary expenditure which is not subject to indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditures of these revenues are not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. § 42-17105. Within one year of the award MCDOT will use the Safety Edge Shoe Device for the Bush Highway Road (Saguaro Lake Road to Usery Pass) project. This project is programmed into the County’s Transportation Improvement Program (TIP). The project will include installation of an asphalt rubber overlay to improve deteriorating pavement over approximately five miles of roadway. (C-91-12-082-D-00)
