32. REVISIONS TO COUNTY POLICY HR2435 PRE-EMPLOYMENT BACKGROUND INVESTIGATIONS IN SUPPORT OF MARICOPA COUNTY BECOMING A “SECOND CHANCE EMPLOYER” As a way to lower recidivism rates and provide increased opportunity to individuals who have served their time, approve revisions to County Policy HR2435 Pre-Employment Background Investigations. The change would remove the criminal conviction question from the standard employment application and prohibit County departments from inquiring about an applicant’s criminal history prior to a decision to make an offer. Some county departments, primarily those dealing with law enforcement, have more stringent rules and/or must comply with federal or state statutes related to the criminal history of employees. These departments will continue to include criminal background questions on employment applications. This policy takes effect on January 1, 2018. (C-92-17-004-6-01)
