24. AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVALS AND BUDGET ADJUSTMENTS Approve the following uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. County Attorney -Criminal Case Staffing increase by $4,796,247 for a new estimated amount of $8,200,000 -Behavioral Health evaluation and treatment pilot project increase by $634,289 for a new estimated amount of $840,000 Office of Medical Examiner -Case Information Specialists for Caseloads increase by $255,179 for a new estimated amount of $9,388,743 Human Resources -Human Resource Oversight for ARPA increase by $37,604 for a new estimated amount of $1,292,748 Office of Procurement Services -Procurement Oversight for ARPA increase by $19,404 for a new estimated amount of $525,803 Assistant County Manager -City of Phoenix Innovation-27 Workforce Development estimated at $1,000,000 Also, authorize the Office of Budget and Finance to make the following adjustments to revenue and expenditure authority in FY 2025 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non Recurring Non Project (NRNP) budgets in the following departments: County Attorney (D190): $5,430,536 Office of Medical Examiner (D290): $255,179 Human Resources (D310): $37,604 Office of Procurement Services (D730): $19,404 Assistant County Manager (D950): $1,000,000 Non-Departmental (D470): ($6,742,723) Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-94-24-006-X-00)
