21. RESOLUTION FOR DELEGATION OF AUTHORITY - DESIGNATION OF COUNTY APPLICANT AGENT FOR MITIGATION PROGRAM FOR COVID19 PANDEMIC Adopt a Resolution regarding Designation of a County Applicant's Agent to Angie Flick, Administrator, specifically in regard to the Coronavirus (COVID-19) Pandemic. This Resolution will allow the designated Applicant's Agent to execute and file with the appropriate authorities any applications necessary for Maricopa County to receive financial assistance under the Disaster Relief Act, or the Hazard Mitigation Assistance Grant. This designation supersedes Applicant Agent authority granted to individual Department personnel with respect to the COVID-19 Pandemic. All other Applicant Agent authority for non-COVID-19 pandemic efforts remain intact. When emergency situations occur, state and federal disaster relief funds may be available to reimburse qualified expenses incurred by responding organizations. To be eligible to receive these funds, each affected organization is required to appoint an Applicant's Agent. The Applicant's Agent must have the legal authority to apply for the assistance on behalf of the Applicant organization by executing a Disaster Assistance Agreement and submitting it to State or Federal authorities. These agreements outline work completion deadlines and other responsibilities of the Applicant organization necessary to receive relief funds. The Designation of Applicant's Agent must be signed by the Chairman of the Board of Supervisors and the Clerk of the Board. The Applicant Agent is required for the Hazard Mitigation Assistance Grant.
