2. COMPETITION IMPRACTICABLE FOR CARES SMALL BUSINESS SUPPORT PROGRAM ADMINISTRATION AND AMEND START DATE OF THE PROGRAM Approve a Competition Impracticable Procurement, Maricopa County Procurement Code, MCI-351, in the amount of $500,000, with Arizona Community Foundation (ACF) to administer the Small Business Support program as approved by the Board of Supervisors on June 24, 2020 in response to the COVID-19 pandemic. The Contract will be effective for no more than 365 calendar days from the date of execution or the expenditure of $500,000, whichever comes first. The contract is subject to approval by the County Attorney’s Office of the final form of the contract. There will be no changes to the material terms of the draft contract attached. Additionally, amend agenda item C-95-20-010-M-00 approved on June 24, 2020, to amend the start date for the Small Business Support Program from July 6, 2020, to July 9, 2020. Approve the use of CARES Act Funding for the administration of the Small Business Support Program. The Board of Supervisors recently approved $23 million in CARES Act funding for a small business support grant program. Given the financial hardship faced by many local businesses as a result of the COVID-19 pandemic, it is imperative that this program be implemented quickly. Many businesses are struggling to reopen and need assistance now in order to stay solvent. While the Board of Supervisors will determine program eligibility and scope, the County does not have internal resources to quickly and effectively advertise the program, create an online portal to receive applications, review these applications against the established eligibility criteria, and award grants to eligible applicants. This work needs to be outsourced to a vendor. (C-06-20-573-M-00)
