28. CARES ACT FUNDING BUDGET RECONCILIATION FY 2021 In accordance with A.R.S. 42-17106(B), approve the following budget adjustments for FY 2021: a. Decrease the FY 2021 revenue and expenditure authority in Non Departmental (D470) Coronavirus Relief Fund (200) Non Recurring Non Project (NRNP) by $77,985,632 Increase the revenue and expenditure authorit y in Non Departmental (D470) Non-Departmental Grants Fund (249) Non Recurring Non Project (NRNP) by $77,985,632. This action is necessary to reconcile the County’s Coronavirus Relief funding for expenditures incurred in FY 2020. Decrease the FY 2021 expenditure authority in the following: o Correctional Health (D260) Detention Fund (255) Operating (OPER) by $9,333,915; o Correctional Health (D260) Detention Fund (255) Graves Judgement Operating (GRV0) by $265,608; o Sheriff (D500) General Fund (100) Operating (OPER) by $16,286,347; o Sheriff (D500) General Fund (100) Compliance-Operating (MEL0) by $2,214,928; o Sheriff (D500) Detention Fund (255) Operating (O PER) by $32,953,639. o Sheriff (D500) Detention Fund (255) Graves Judgement Operating (GRV0) by $55,835. Increase the FY 2021 expenditure authority in the following: o Non Departmental (D470) General Fund (100) Operating (OPER) Contingency Line by $18,501 ,275; o Non Departmental (D470) Detention Fund (255) Operating (OPER) Contingency Line by $42,608,997. Also, approve CARES Funding in the amount of $115M for Public Safety payroll expenditures, for a total of $139M. Grant revenues are not local revenue s for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by t he Board pursuant to A.R.S. §42-17105.
