34. AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVAL AND BUDGET ADJUSTMENTS Approve the following uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. Adult Probation -Substance Abuse Testing estimated at $1,100,000 Correctional Health -COVID Response Ongoing increase by $386,954 for a new estimated amount of $761,954 -COVID response for Testing increase by $2,300,000 for a new estimated amount of $9,300,000 Sheriff -Personal Protective Equipment (PPE) increase by $500,000 for a new estimated amount of $800,000 Public Health -COVID testing estimated at $2,500,000 Fire District COVID reimbursement: -Rio Verde Fire District reimbursement of $121,191.65 Also, in accordance with A.R.S. 42-17106(B), approve the following increases to revenue and expenditure authority in FY 2022 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non Recurring Non Project (NRNP) budgets in the following departments: Adult Probation (D110): $1,100,000 Correctional Health (D260): $2,686,954 Sheriff (D500): $578,000 Public Health (D860): $2,500,000 Decrease the revenue and expenditure authority for Non Departmental (D470) Coronavirus Fiscal Recovery Fund (296) Non Recurring Non Project (NRNP) by $6,864,954. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-95-22-037-X-00)
