27. ACCEPT LOCAL ASSISTANCE AND TRIBAL CONSISTENCY FUNDS AND DESIGNATE AUTHORIZED REPRESENTATIVE Request approval to accept Local Assistance and Tribal Consistency Funds (LATCF) from the U.S. Department of the Treasury not to exceed $7.8 million. Designate Joy Rich, County Manager, as the authorized representative of Maricopa County to apply and accept these funds. Authorize the designee, to sign all application documents related to these grant funds, as applicable. The grant award is one time and there is no cash or in-kind match requirement. At this time it is not known if indirect costs are allowed. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function but can be used for any governmental purpose other than a lobbying activity. The grant award is allocated to revenue sharing counties based on an allocation formula using measurements of poverty rates, household income, land values, unemployment rates, and other economic indicators over the 20-year period ending with September 30, 2021. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. (C-95-23-021-X-00)
