40. AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVAL AND BUDGET ADJUSTMENTS Approve the following uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. Animal Care and Control -Animal Care and Control Service Expansion increase by $1,000,000 for a new estimated amount of $2,400,000 Assistant County Manager -Reduce Business Association Support by $1,000,000 for a new estimated amount of $1,000,000 Public Health -Reduce COVID testing by $15,000 for a new estimated amount of $2,485,000 -Enhanced Syphilis Treatment Services increase by $15,000 for a new estimated amount of $420,000 In accordance with A.R.S. 42-17106(B), approve the following adjustments to revenue and expenditure authority in FY 2023 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non Recurring Non Project (NRNP) in the following departments: Animal Care and Control (D790): $1,000,000 Assistant County Manager (D950): ($1,000,000) Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-95-23-041-X-00)
