The purpose of this memo is to provide recommendations for appointments to the 
following Boards and Commissions: 
 
Human Services Commission 
 
I recommend the following individual for appointment: 
 
Caleb Campbell 
Mr. Campbell is the Lead Pastor at Desert Springs Bible Church and a resident of 
District 2. He fills the Religious Organization vacancy for a term to expire June 30, 2022. 
 
Laveen Village Planning Committee 
 
Councilmember Carlos Garcia recommends the following individuals for appointment: 
 
Chris Joseph 
Mr. Joseph is a student at Arizona State University and a resident of District 8. He fills a 
vacancy for a term to expire November 19, 2021. 
 
Sharifa Rowe 
Ms. Rowe is the Chief Executive Officer of S. Rowe Consulting and a resident of District 
8. She fills a vacancy for a term to expire November 19, 2021. 
 
Mayor’s Human Trafficking Task Force 
 
I and Councilman Jim Waring recommend the following individual for appointment: 
 
Bob Smith 
Mr. Smith is the Acting City Prosecutor at the City of Phoenix. Mr. Smith replaces Kathy 
Lemke to fill the ex-officio position.

Paradise Valley Village Planning Committee  
 
I recommend the following individual for appointment: 
 
Louisa Ward 
Ms. Ward is a Partner at RE/MAX Excalibur and a resident of District 3. She fills a 
vacancy for a term to expire November 19, 2021.  
 
Phoenix Arts and Culture Commission 
 
I recommend the following individuals for appointment: 
 
Leticia de la Vara  
Ms. De la Vara is the Chief of Staff at TNTP, Inc. and a resident of District 7. She fills a 
vacancy for a term to expire September 30, 2023.  
 
Ema Jauregui 
Ms. Jauregui is an Assistant Superintendent in the Cartwright School District and a 
resident of District 5. She fills a vacancy for a term to expire September 30, 2023.  
 
Phoenix Aviation Advisory Board  
 
I recommend the following individual for appointment: 
 
Camilo Henao 
Mr. Henao is the General Manager at Frontier Airlines and a resident of District 6. He 
replaces Beth Benton as the ex-officio Station Manager representative. 
 
Phoenix Sister Cities Commission 
 
I recommend the following individuals for reappointment: 
 
Sherman Elliott 
Mr. Elliott will serve his second term to expire September 30, 2023. 
 
Sheryl Frank 
Ms. Frank will serve her second term to expire September 30, 2023.  
 
Emilio Gaynor 
Mr. Gaynor will serve his second term to expire September 30, 2023.

Marty Weems 
Mr. Weems will serve his second term to expire September 30, 2023.  
 
South Mountain Village Planning Committee 
 
Councilmember Carlos Garcia recommends the following individual for appointment: 
 
Twanna Brunson 
Ms. Brunson is a Claims Specialist at State Farm and a resident of District 8. She fills a 
vacancy for a partial term to expire November 19, 2020.
