The purpose of this memo is to provide recommendations for appointments to the 
following Boards and Commissions: 
 
Mayor’s Human Trafficking Task Force 
 
I and Councilman Jim Waring recommend the following individual for appointment: 
 
Shawna Dygowski 
Ms. Dygowski is the mother of a survivor of human trafficking and will serve a term to 
expire September 30, 2021. 
 
Water/Wastewater Rate Advisory Committee 
 
I recommend the following individual for appointment: 
 
Martin Shultz 
Mr. Shultz is a retired public policy professional and a resident of District 5. He fills a 
vacancy for a term to expire August 26, 2023.
