The Community Assistance Program (CAP) is comprised of Crisis Response and Behavioral Health Units. In
 September 2024, the CAP responded to 995 total calls for service. Calls for service reflects informatio
n generated from the Computer Automated Dispatch system. A call represents an incident in which a C
AP te am w as dispatch ed a nd arriv ed on-sce ne of t he inciden t. In additio n, in Septemb er 20 24 t he Phoe
nix Pol ice Communicati ons transfer red 239 ca lls to the CAP Behavio ral Hea lth Dispatche rs, a new monthly record to date.  
The Crisis Response Units experienced an 18% increase and the Behavioral Health Units experienced a
 164% increase in call volume in the first 9 months of 2024 compared to the first 9 months of 2023. Th

currently has six Crisis Response and five Behavioral Health Units in service.

CALLS TRANSFERRED FROM POLICE
BY MONTH:
In 2023, Police Communications transferred 842 calls to the CAP Behavioral Health
 Dispatcher.  In the first 9 months of 2024, Police Communications have transferred 1,577 calls to the CAP Behavioral Health Dispatchers compared to 483 transferred calls in the first 9 months of 2023 .

were adults (18 years old or older) while 124 (21%) were individuals under 18 years of age.

were adults (18 years old or older) while 23 (7%) were individuals under 18 years of age.

RECRUITMENT & STAFFING:

CAP continues to focus on hiring for open positions. In June 2024, City Council approved new job titles for
 CAP positions. Caseworker II employees will now be CAP Crisis Intervention Specialist and Caseworker II
I employee s wil l b e CA P Crisi s Interventio n Supervisors . CA P anticipate s openin g anothe r recruitmen
t, utilizing the new job titles in fall 2024. 
Currently, there are 6 Crisis Response Units providing City wide coverage 5 days a week, 24 hours a day
 and 2 days a week, 22 hours a day.  In addition, there are 5 Behavioral Health Units providing city wide coverage 7 days a week, 20 hours a day.  
CAP has 8 active Behavioral Health Dispatchers (CAP Crisis Intervention Supervisors). Sunday through
 Wednesday, these supervisors will be covering dispatch needs 20 hours a day. Thursday throug
h Saturday, supervisors provide 10 hours of coverage.  However, CAP has a supervisor available 24 hours a day/7 days a week available by phone to take request for a Behavioral Health or Crisis Response Unit. 
In October 2024, CAP reported 65% of the 128 positions created with the $15 million dollar budget increase
 in FY21/22 have been filled.
