According to a new report by the Morrison Institute, rents in Arizona increased by 72% from 2010 to 2022. This greatly affects vulnerable communities like seniors, who often do not have the ability to keep up with these rapid price changes. Homelessness has also increased and is at the highest level since 2010. In 2023, there were 14,237 people who experienced homelessness, including over a thousand older adults. Keys to Change is working to end homelessness through a variety of programs. One of them is the coordinated entry system for single adults in Maricopa County. In the System we manage a list of 8,000 unique individuals who are unhoused and waiting for affordable housing. This project proposes to convert a hotel into permanent supportive housing for seniors. The state’s housing crisis and increasing rents have put additional pressure on our seniors, who deserve support and shelter. While this project alone will not solve the homelessness crisis, we must do everything we can to ensure that every Arizonan can be at home and live a stable, purposeful life. August 21, 2024 NORTH MOUNTAIN VILLAGE PLANNING COMMITTEE ATTN: CHASE HALES REF: Z-78-24-5 The Violence Impact Project Coalition submits this letter of support for the proposed zoning change from C-2 (Intermediate Commercial) to C-2 DNS/WVR (Intermediate Commercial, Density Waiver) to allow a community residence center (supportive senior housing). 27th Avenue “To Do List” The “To Do List” was developed by the community with assistance by the Planning and Development Department. The guide applies to the area from 23rd Avenue to 29th Avenue and from Indian School Road to Dunlap Avenue. The neighborhood-led effort focuses on achieving “an active, safe, and welcoming community with vibrant retail and sustainable housing.” The guide articulates goals and strategies focused on pedestrian-friendly design and connectivity, pedestrian safety on roadways, branding, advocacy, and placemaking initiatives. To promote Crime Prevention Through Environmental Design (CPTED) principals to enhance neighborhood safety, a security guidelines section has been provided within the PUD narrative that includes standards for natural surveillance, secured access, lighting, landscaping, and activation of space. The VIP Coalition supports this project as it is consistent with our goals and vision for An active, safe, and welcoming community with vibrant retail and sustainable housing. This project also leverages one of our key community assets, The Helen Drake Senior Center, The Haven and Innovation 27 with the need for affordable housing, especially for seniors. We want to note that the community negotiated a Good Neighbor Agreement along with a plan to address crime and safety on Northern Ave near The Haven and this proposed zoning case to ensure that seniors would have a safe environment from which to come and go. There has been progress since the agreement was made with the City and CASS, but there is still much work to be done to ensure the safety of our vulnerable seniors living in The Haven and the newly proposed senior housing permanent supportive housing project. We expect the City to ensure that these agreements are upheld before the opening of either The Haven or this proposed senior housing project. We look forward to seeing this project move forward through the zoning process so that we can get this project built and serving vulnerable seniors in our community.
