Jackson Street Phoenix, AZ 85003 RE: FY 2024 Securing the Cities Cooperative Agreement Budget Award Period: July 01, 2023 – June 30, 2024 Award Amount: $175,680.00 Dear Captain Dietrich, The Maricopa County Department of Emergency Management (MCDEM) is pleased to announce the Fiscal Year (FY) 2023 Securing the Cities (STC) Cooperative Agreement award amount of $175,680.00 to the Maricopa County Sheriff's Office. Securing the Cities’ mission is to prevent the successful possession, movement, and deployment of a nuclear or radiological weapon and component materials by an adversary within Maricopa County by enhancing the nuclear detection capabilities of the county and local agencies. This mission is deployed through distributing radiological detection and identification equipment, first responder training, and developing a common operating picture through regional planning and coordination. The Securing the Cities Cooperative Agreement is awarded by the Department of Homeland Security Countering Weapons of Mass Destruction Office to the Maricopa County Department of Emergency Management. A partnership to implement and sustain the Securing the Cities program was established between the Maricopa County Department of Emergency Management and the Maricopa County Sheriff's Office through the Memorandum of Understanding (MOU) signed on February 16, 2022. This Sub-Recipient Agreement specifically outlines the funding amount to be used by the Maricopa County Sheriff's Office’s personnel to complete preventative radiological and nuclear detection training allowed by the STC Cooperative Agreement. Before the Maricopa County Sheriff's Office can request and receive any of the funds awarded, the award must be accepted by reviewing and signing the Securing the Cities Sub-Recipient Agreement (SRA), which is provided with this award letter. Final Sub-Recipient Agreements will be processed and signed by the Maricopa County Board of Supervisors for final authorization. See below the due date for agenda items for the upcoming County Board of Supervisors. - Due Monday, June 12, 2023, for BOS meeting on June 28, 2023 - Due Monday, July 10, 2023, for BOS meeting on July 26, 2023 - Due Monday, July 24, 2023, for BOS meeting on August 9, 2023 Department of Emergency Management 5630 E. E: Aimee.Mankins@maricopa.gov As outlined in the SRA, the funding award amount is to be used for backfill or overtime costs directly resulting from Subrecipient’s designated representatives’ attendance and participation in STC- approved trainings, drills, and exercises and shall be reimbursed at a rate and amount as approved by MCDEM STC PMO. For the FY24 SRA, eligible expenses have been expanded to the following: - Travel for cadre instructor candidates to attend Primary Screener Train-the-Trainer outside of Maricopa County. Must be approved by the STC PMO before scheduling o In SRA, see Section II, §202 A-9 - STC cadre instructor’s time teaching STC approved courses o In SRA, see Section II, §202 A-8 The Maricopa County Sheriff's Office is required to notify the MCDEM STC PMO of their anticipated training plans to spend their remaining budget by Friday, March 1, 2024. Excess and unplanned funding may be reallocated to other STC Partners based on their Fully Operational Capability (FOC) goals or to address shifting operational needs. Funding reallocations will not negatively impact future Sub-Recipient budgets, as the priority will remain to provide the STC Partners with appropriate funding to achieve their FOC training goals. Additionally, if the funding award is insufficient to cover all training costs for the allotted timeframe, a request for an increase in funding adjustment can be made to the MCDEM STC PMO. Funding increases depend on numerous budgeting factors and are not guaranteed. Indirect Costs are not recoverable off this subgrantee award. In addition, in compliance with the Federal Single Audit Act (31 USC 7501-7507), as amended by the Single Audit Act Amendments of 1996 (P.L. 104-156) and 2 C.F.R. 200.501, the Subrecipient must have a Single Audit or program-specific audit conducted in accordance with 2 C.F.R. 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) if the Subrecipient expends $750,000 or more from Federal awards in its previous fiscal year. If the Subrecipient has expended more than $750,000 in Federal dollars, a copy of the Subrecipient’s single audit or program-specific audit report for the previous fiscal year and subsequent fiscal years that fall within the period of performance is due annually to MCDEM within nine (9) months of the Subrecipient’s fiscal year-end. Failure to comply with any requirements imposed as a result of an audit will suspend reimbursement by MCDEM to the Subrecipient until the Subrecipient is in compliance with all such requirements. Additionally, the Subrecipient will not be eligible for any new awards until the Subrecipient is in compliance with all such requirements.
