Parent Advocacy 
On March 5, an Early Head Start child within the Alhambra Elementary School District 
received special education services due to identified developmental delays. Months 
earlier, the child's parent had been informed that her child did not qualify for these 
services, yet she believed that her child needed additional support. With the assistance 
of the Early Head Start Inclusion Specialist, the parent was able to advocate for a re-
evaluation through the Arizona Early Intervention Program. The results of the second 
evaluation confirmed the mother’s concerns about her child's delays in speech and self-
help skills. 
 
Head Start Birth to Five Professional Development 
On March 19, a group of 10 new teachers and instructional assistants from different 
Education Service Providers attended a training session on Standards of Conduct and 
Active Supervision at City Hall. This training, conducted by staff from Head Start Birth to 
Five, aimed to educate the new staff on how to foster positive interactions with children 
and ensure their safety while at school. 
 
Community Assessment Focus Groups 
During the week of March 24, LeCroy and Milligan Associates, Inc. (LMA), the firm hired 
to conduct the Human Services Department's community assessment, organized two 
focus groups to gather input from Head Start parents. The first session occurred in person 
on March 25 at Byron Barry Elementary, with nine parents participating. The second 
session was conducted virtually on March 27 with 12 parents. Each parent received a 
$25 gift card from LMA. This information will be incorporated into the 2025 report.
