The purpose of this memo is to provide recommendations for appointments to the 
following Boards and Commissions: 
 
Estrella Village Planning Committee 
 
Councilwoman Laura Pastor recommends the following individual for appointment: 
 
Parris Wallace 
Ms. Wallace is the Director of the Black Phoenix Organizing Collective and resident of 
District 4. She fills a vacancy for a term to expire November 19, 2020. 
 
Mayor’s Commission on Disability Issues 
 
I recommend the following individuals for appointment: 
 
Bill Manson 
Mr. Manson is the Director of the Employment Works Program for GOMPERS 
Employment Services and a resident of District 6. He fills a vacancy for a term to expire 
May 20, 2023. 
 
Jill Pleasant 
Ms. Pleasant is the Associate Director of the Institute for Human Development at 
Northern Arizona University and a resident of District 2. She fills a vacancy for a term to 
expire May 20, 2023.

Phoenix Arts and Culture Commission 
 
Councilman Jim Waring and I recommend the following individual for appointment: 
 
Joe Netherwood 
Mr. Netherwood is the owner of Netherwood Western Art and a resident of District 2. He 
fills a vacancy for a term to expire September 30, 2022. 
 
Phoenix Women’s Commission 
I recommend the following individual for appointment: 
Tamara Wright 
Ms. Wright is the Systems Transformation Advisor for Community Solutions and a 
resident of District 4. She fills a vacancy on the commission for a term to expire 
June 30, 2022.
