The Community Assistance Program (CAP) is comprised of Behavioral Health and Crisis Response Units. Calls for service reflect information generated from the electronic patient care record system. A call represents an incident in which a CAP team was dispatched. In January 2025, the CAP responded to 998 total calls for service. During the month of January, Phoenix Police Communications transferred 234 calls for service to the CAP Behavioral Health Dispatchers. The Behavioral Health Units experienced a 123% increase and the Crisis Response Units experienced a 20% increase in call volume in the first month of 2025 compared to the first month of 2024. In January 2025, there were six Crisis Response and five Behavioral Health Units in service. Learn more at Phoenix.gov/Fire/CAP ATTACHMENT A CALLS TRANSFERRED FROM POLICE COMMUNICATIONS: Comparing the first month of 2024 to 2025, the calls transferred from Police Communications to CAP Behavioral Health Dispatchers increased by 154%. This increase is attributed to ongoing collaboration with Police Communications, which includes two CAP supervisors working in Police Communications 4 times a week to provide to support identifying appropriate calls for transfer. In January 2025, 45% of the calls for the Behavioral Health units were generated from a transferred call from Police Communications. Of the 517 calls for service, the Behavioral Health Units made contact with a customer(s) on 296 calls (57%). The remaining calls were either cancelled prior to arrival or the units were not able to locate the customer upon arrival on-scene. In addition, there were 5 Behavioral Health Units providing city wide coverage 7 days a week for 23.5 hours a day. As of the end of January 2025, the CAP had 8 active Behavioral Health Dispatchers (CAP Crisis Intervention Supervisors). The BHU Dispatchers are available for Police Communications call transfers 20 hours each day, Sunday – Wednesday and 15 hours a day Thursday through Saturday. During the times there are no Behavioral Health dispatchers, the CAP has a supervisor available by phone to coordinate a Behavioral Health Unit response. Based on recent hiring, CAP Behavioral Health Dispatcher coverage will be 24 hours a day /7 days a week on March, 31, 2025. Hiring efforts continue to take place in 2025.
