The Police Department recommends disapproval of this liquor license application for
the following reasons:

Mr. Robert Wallace and Ms. Regina Scott in accordance with Arizona Revised Statute 4-
203.A are not capable, qualified and reliable to own and operate a Series 6 liquor license
due to past criminal history and numerous liquor violations while being manager/owner of
Chicas Cabaret. In addition, the location of the application is not in the best interest of the
community.

Mr, Wallace has criminal convictions for a Narcotics Drug Violation on 3/17/09, Attempt to
Commit Armed Robbery on 4/2/09, another Narcotic Drug Violation on 5/5/09 and Money
Laundering on 5/29/09. In addition, Ms. Scott was arrested on 3/7/04 and 7/21/11 for
Driving under the influence of alcohol.

During Mr. Wallace’s and Ms. Scott's tenure as manager/minority owners of Mustang
Sally’s/Chicas Cabaret since 2011, they received the following violations:

2/21/12 4-210A.5 Delinquent taxes
4-244.9 Sell, give, furnish underage person with alcohol
4-241.A Failure to request ID from underage person with alcohol
02/27/12 4-210.A.5 Delinquent taxes
12/16/14 4-244.12 Employee intoxicated/ disorderly on duty
09/26/17 R19-1-309 Prohibited Acts.

It is of strong belief that a bar, especially one providing adult entertainment is not in the
best interest of this neighborhood. It would create noise, parking complaints and possibly
add to criminal activity in the area.

Based on the criminal history and numerous liquor violations that the applicants continually
displayed during their tenure as manager/owner of Mustang Sally's and Chicas cabaret
they are not capable qualified or reliable to hold a liquor license in the city of Phoenix. This
coupled with the proximity to a burgeoning residential neighborhood would not be in the
best interest of the community to issue a liquor license at this location.
