STAFF PRESENTATION Kevin Weight with the City of Phoenix Historic Preservation Office provided a presentation regarding the history of the building at the subject site, highlighting the age, integrity, and significance criteria required for the Historic Preservation Overlay and stating that the staff recommendation is approval. QUESTIONS FROM COMMITTEE Committee Member Olivas asked about the City’s standards for HP properties in relation to the City-owned Duppa-Montgomery Adobe House. Mr. Weight replied that the City has hired a firm to begin preservation efforts of that building and it is currently in design phase. Committee Member Panetta asked if renovation funds are impacted by HP designation. Mr. Weight replied that funding is available for HP designated properties, and that is often an incentive to pursue the designation. Ms. Olivas asked for clarification on ownership of the Kunz-Carbajal House. Mr. Weight replied that the owner of this property also owns that building. Committee Member Starks asked for clarification on the color shown on one of the building facades. Mr. Weight replied that the color may have been added recently, but the current owner purchased the property with the last year. COMMITTEE DISCUSSION Chair O’Grady stated that he thinks the potential market would be a good idea for this site. Committee Member Vargas stated that a student did an in-depth history of the Chinese American history of Phoenix. MOTION Patrick Panetta made a motion to recommend approval of Z-116-23-8, per the staff recommendation. Janey Pearl Starks seconded the motion. VOTE 13-0; Motion to recommend approval of Z-116-23-8, per the staff recommendation, passed; Committee Members Burns, Burton, Greenman, R. Johnson, Lockhart, Martinez, Olivas, Panetta, Sonoskey, Starks, Vargas, Gaughan, and O’Grady in favor. STAFF COMMENTS REGARDING VPC RECOMMENDATION: None.
