ATTACHMENT E Ofth Northern \ 35th 27th en Ave Ave Neighborhood Association Glendale January 17, 2024 NORTH MOUNTAIN PLANNING COMMITTEE ATTENTION : Nick Klimek, REF: Z-110-23-5 Yesterday, members of the community met with the developer and architect of this project. North Glen Square Neighborhood Association had two representatives there and submits this letter of support for the proposed Walkable Urban Code for the El Caro Northern Commons to build an affordable senior housing development. The building will support the 27th Avenue “To Do” list for active, safe, and welcoming community with nearby retail serving as well as Phoenix Bus and Light Rail for connectivity. The CPTED principles are in place and security guidelines are supportive of protecting the residents. The Zenni home concept with Navajo Nation building the structures and then placement on the property will allow the project a much faster than normal build time, making the availability of homes to working seniors in about a year. We approve of this innovative thinking. We look forward to seeing this project move forward through the zoning process as quickly as possible so that vulnerable working seniors are served quickly. The Coalition will focus on education, partnerships, outreach and strategic planning within the VIP boundaries of Dunlap to Indian School and 19" Avenue to 35°" Avenue. January 16, 2024 NORTH MOUNTAIN VILLAGE PLANNING COMMITTEE ATTN: NICK KLIMEK REF: Z-110-23-5 The Violence Impact Project Coalition submits this letter of support for the proposed Walkable Urban Code for the El Caro Northern Commons to allow a senior housing development. 27th Avenue “To Do List” The “To Do List” was developed by the community with assistance by the Planning and Development Department. The guide applies to the area from 23rd Avenue to 29th Avenue and from Indian School Road to Dunlap Avenue. The neighborhood-led effort focuses on achieving “an active, safe, and welcoming community with vibrant retail and sustainable housing.” The guide articulates goals and strategies focused on pedestrian-friendly design and connectivity, pedestrian safety on roadways, branding, advocacy, and placemaking initiatives. To promote Crime Prevention Through Environmental Design (CPTED) principals to enhance neighborhood safety, a security guidelines section has been provided within the PUD narrative that includes standards for natural surveillance, secured access, lighting, landscaping, and activation of space. The VIP Coalition supports this project as it is consistent with our goals and vision for An active, safe, and welcoming community with vibrant retail and sustainable housing. This project also provides unique housing opportunities for working seniors in the area. We look forward to seeing this project move forward through the zoning process so that we can get this project built and serving vulnerable seniors in our community.
