2021 Policy Council Recognition 
On October 14, the Head Start Birth to Five Policy Council Recognition was virtually held 
to celebrate and acknowledge the work policy council members put in to ensure high-
quality services and educational experiences for children and families. Members were 
thanked by the City of Phoenix Mayor Kate Gallego, District Five Councilwoman Betty 
Guardado, and Human Services Director Marchelle Franklin. Each member received a 
plaque in appreciation of their dedication to the program. 
 
Family Engagement and Cultural Effectiveness Conference 
Nine Head Start Birth to Five staff virtually attended the Family Engagement and Cultural 
Effectiveness Conference hosted by Region 9 Head Start Association held October 20- 
22. The conference addressed family engagement through four tracks. Staff will use this 
information to increase enrollment, provide health and wellness services to families, and 
enhance their leadership skills.
