The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Formal Session at 
9:30 AM on Wednesday, March 15, 2023, in the Supervisors' Auditorium 205 W. Jefferson 
Phoenix, AZ 85003, with the following members present:  Jack Sellers, Vice Chairman, District 1; 
Thomas Galvin, Supervisor, District 2; Bill Gates, Supervisor, District 3; Steve Gallardo, 
Supervisor, District 5 (entered late). Absent:  Clint Hickman, Chairman, District 4 Also present: 
Juanita Garza, Clerk; Joy Rich, County Manager; Andrea Cummings, Legal Counsel; Mia Vargas,

INVOCATION - INVOCACIÓN
Acting Chairman Sellers asked Supervisor Galvin to introduce his two guests. 
Supervisor Galvin introduced Michael Hughes and Mike Hutchinson.  Mr. Hughes 
offered the invocation. 
3.
PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Mr. Hutchinson led the Pledge of Allegiance to the flag. 
Supervisor Galvin thanked his guest for coming and made a few comments. He stated 
Mr. Hughes is President and Chief Executive Officer of A New Leaf, a nonprofit 
organization that is dedicated to helping families in the community who are facing 
challenges. He spoke about Mike Hutchinson, Executive Vice President of East Valley 
Partnership, also a past Chair of the Board of A New Leaf. Supervisor Galvin briefly 
talked about the East Valley Partnership. He commented on their record of service to 
the County and community.  Acting Chairman Sellers also thanked both guests for 
coming.  
Acting Chairman Sellers asked the Clerk to call the roll.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE 
CONTROL Y CUIDADO DE ANIMALES
Kim Powell with Maricopa County Animal Care and Control mentioned Bernadette, the 
dog posted on the screen is currently being spayed. She introduced a different dog 
named Remi. Remi has been featured on several news stations. She is 9 years old, a 
good dog who lays around with one requirement no cats. She is good with kids and is 
friendly. For more information, please visit Pets@maricopa.gov
Acting Chairman Sellers asked the Clerk if there were any announcements or 
corrections to the agenda.

AMENDMENT TO THE REPLACEMENT OF FLEET VEHICLES AND EXEMPTION 
FROM MARKINGS
Approve the acquisition of five vehicles, two vehicles as permanent additions to the fleet, 
and three replacements for permanent vehicles with vehicles of similar style using funds from 
the County Attorney (D190) Racketeering Influenced Corrupt Organization (RICO) fund 
(213). The cost of the vehicles to be paid from RICO funds shall not exceed $250,000 for the 
five vehicles. The net impact on the County Attorney fleet is zero. The purchase of the 
vehicles is deemed critical due to excessive mileage and/or the age of the vehicles making 
it cost-prohibitive to acquire replacement parts with which to maintain the vehicles. Due to 
longer than expected wait times to acquire the replacement vehicles and unanticipated 
vehicle make, model, and probable pricing changes, amend the agenda language to allow 
greater flexibility in vehicle selection and purchase. The total budget amount approved 
remains the same at $250,000 for five vehicles.

Pursuant to A.R.S. 38-538-03 and §28-2511(A), approve the issuance of non-governmental 
license plates and exemptions from county markings for the five undercover vehicles. These 
five vehicles will replace five vehicles that are used for law enforcement investigative 
purposes. A detailed cross-referenced list of vehicle identification numbers is kept on file with 
the Clerk of the Board of Supervisors and retained in accordance with LAPR approved 
retention schedule. As these vehicles will be permanent additions to the fleet, they will be 
disposed of according to forfeiture regulations, and the General Fund will not be used to 
replace these vehicles. As this action involves the replacement of existing vehicles in the 
fleet, expenditures for the operation and maintenance of the vehicles will continue to be 
absorbed by the County Attorney's general fund budget with zero net impact. (C-19-23-061-

SUPPLEMENTS TO THE AGREEMENT WITH THE OFFICE OF NATIONAL DRUG 
CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA 
PROGRAM INITIATIVE XXXI
Approve Supplements #5 for ($54,540.63) and #6 for ($8,617.16) to the Agreement with the 
Office of National Drug Control Policy (ONDCP) Award Number G21SA0005A, for the High 
Intensity Drug Trafficking Area (HIDTA) Program resulting in a net overall change of 
($63,157.79) for an updated amount of $639,038.14. The term of this funding was extended 
from December 31, 2022 to February 28, 2023. 
This funding supports the Sheriff’s public safety mandate through efforts to reduce illegal 
drug use with the interruption of drug trafficking. The funding is recurring and has been

awarded to the Sheriff’s Office for over 12 years. There is no matching requirement and there 
are no future or ongoing contributions required after the grant period ends. The Sheriff’s 
Office indirect cost rate for FY23 is 12.30%. There are no unrecoverable indirect costs

ONE-TIME ADDITION TO FLEET
Approve the one-time addition to fleet of one (1) new Polaris Ranger Crew Cab XP1000 with 
an estimated value of $36,500 with approximately $7,200 additional for add-ons needed. 
This vehicle will assist the Castle Creek region in its extremely difficult areas that are 
inaccessible with normal patrol vehicle. This vehicle will be retired at the end of its useful life 
with no funding from the General Fund for replacement. (C-50-23-144-X-00)

the following:   "This funding will be used for overtime, training and equipment to accomplish 
projects relating to all aspects of highway safety."  The words, "pass-through federal,” are 
removed from the original action, all other wording is the same.   
During the Single Audit Review, it was noted that some of the grant projects in the Resolution 
were GOHS state grant funded and that the term, "pass-through federal" was inaccurate in

Approve a subgrantee reimbursement Agreement between City of Scottsdale and Maricopa 
County through the Department of Emergency Management, in the not-to-exceed amount of 
$20,000.00. This Agreement is funded by a grant from Department of Forestry through Title

III Forestry Fee. The purpose of this Agreement is to reduce the risk of catastrophic fire to 
wildland urban interface communities. This Agreement is effective from January 01, 2023 
until June 30, 2023.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the funds is not prohibited by the budget law. (C-15-

FY 2023 BUDGET ADJUSTMENT FOR FACILITIES MANAGEMENT
Pursuant to A.R.S. §42-17106(B), authorize the following appropriation adjustments to the 
FY 2023 budget:
1. Increase the expenditure authority in the Facilities Management Department (D700) 
General Fund (100) Operating (OPER) budget by an amount not to exceed $2,000,000.
2. Decrease the expenditure authority in the Facilities Management Department (D700) 
General Fund (100) Facilities Major Maintenance Operating (FMM0) budget by an amount 
not to exceed $2,000,000.
These actions will have a net zero impact on the County-wide budget and do not alter the 
budget constraining the expenditure of local revenues duly adopted by the Board pursuant 
to A.R.S. 42-17105.
Department anticipates higher operating expenditures and is moving expenditure authority 
from the major maintenance budget to cover the variance and properly reflect expenditures

RESOLUTION TO APPLY FOR TRIBAL GAMING FUNDS FROM GILA RIVER INDIAN 
COMMUNITY
Pursuant to the Board’s Resolution regarding Processing of Tribal Gaming Fund 
Applications, dated May 31, 2016 (“Gaming Resolution”), Maricopa County is the 
administrative pass-through for tribal gaming applications (“Applications”) received pursuant 
to the State of Arizona Department of Gaming Compact (“Compact”). The Applications seek 
funds for services that benefit the general public, including public safety, mitigation of the 
impacts of gaming, or promotion of commerce and economic development. Pursuant to the 
Board’s Gaming Resolution, Maricopa County defers substantive review of the Applications 
to the Tribal authorities and places these matters on the consent agenda. Pursuant to the 
Compact, Sections 12(b) and (d), the Tribe shall perform the substantive review of 
applications and ensure 12% of its contributions under the Compact go to services that 
benefit the general public. Accordingly, authorize Maricopa County to accept and pass-
through the applications listed below pursuant to the compact agreement for Gila River 
Indian Community. The total amount of funds awarded will not exceed $2,405,750.85.

APPLICATION TO THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR 
A NON-FEDERAL SHARE WAIVER FOR THE HEAD START/EARLY HEAD START 
GRANT
Approve the submittal of an application to the U.S. Department of Health and Human 
Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start 
(OHS), Grant No. 09CH012079 for a Non-Federal Share (NFS) Waiver. The Maricopa 
County Head Start program will request a reduction to the grant’s required Non-Federal 
Share (NFS). 
Also request authorization for the Chairman to sign the Application for Federal Assistance 
SF-424 to be submitted to OHS.
The current Grant required NFS is $4,941,192.  The Wavier application proposes to reduce 
the NSF by $3,672,067.  If the reduction is approved, the new NFS shall be $1,269,125. The 
reduced NFS is for the grant period of July 1, 2022 to June 30, 2023. If the application for 
this waiver is approved, the grant award will not be impacted and will remain at the current 
amount of $20,285,449 for the period of July 1, 2022 to June 30, 2023.

The purpose of the Agreement is for the Subrecipient to provide services to

CRISIS BILL ASSISTANCE PROGRAM
Approve and execute financial Amendment No. 1 between Arizona Public Service (APS) and 
Maricopa County, administered by its Human Services Department (MCHSD). The purpose 
of the Agreement is for APS to provide the County with funding for the delivery of crisis utility 
bill assistance to eligible low-income households residing in the APS’s service territory. 
The purpose of the Amendment No. 1 is to address the following:
A. Extend the agreement term retroactively from January 1, 2023, to December 31, 2023. 
The funding amount for the Amendment term is $250,000 for the provision of services.
B. Revise and replace Section C.2. Scope of Services with the same except for the following: 
a. A Household or individual who meets all eligibility requirements set for above may receive 
up to $1,000.
C. Add new section under General Terms and Conditions, 6.S, UYGHUR FORCED LABOR 
PREVENTION ACT (UFLPA).
APS provides funding on an annual basis for the crisis bill assistance program and reserves 
the right to extend or allow expiration of this Agreement into the future. APS selected to 
contract, through a non-competitive process, with the County because the Human Services 
Department Community Services Division provides utility assistance to low-income 
households. The Community Services Division is best situated to provide APS’s Special 
Crisis Bill Assistance Program services to eligible individuals and households in Maricopa 
County.
All other terms and conditions of the original Agreement remain the same and in full force 
and effect as approved and amended.
The Amendment shall be effective upon approval and signature by all Parties.

I. The Parties agree to enter into this Amendment No. 5 to the Agreement as follows:

B. Extend the Agreement term from September 30, 2023, through September 30, 2025
C. Revise Section 3 (Work Statements) to Address the Following:
1. Add an additional Work Statement hereinafter referred as “Work Statement A 2020”. This 
Work Statement is for the City to acquire land and construct three single-family homes in the 
City and provide down payment assistance to eligible homebuyers. If the City has completed 
the required Environmental Review, payments for expenditures may be retroactive to July 1, 
2022. All work performed, or costs incurred, or expenses shall be reimbursable through 
September 30, 2025. The County shall provide the City with $266,197 for the Work 
Statement activities. The funding for this Work Statement is provided by PY2020 HOME 
Investment Partnerships Program through HUD funds, under ALN 14.239.
2. Add an additional Work Statement hereinafter referred to as “Work Statement B 2020 and 
2021 TBRA”. Work Statement B is for the City to provide Tenant Based Rental Assistance 
(TBRA) to 55 eligible households in the City of Glendale. If the City has completed the 
required Environmental Review, expenditures may be retroactive to July 1, 2022. All work 
performed, or costs incurred expenses shall be reimbursable through September 30, 2025. 
The County shall provide the City with $1,124,946.00 (PY 2020: $438,450 and PY2021: 
$686,496) for these Work Statement activities. The funding for this Work Statement is 
provided by HOME Investment Partnerships Program through the HUD funds, under ALN 
14.239.
3. Add an additional Work Statement hereinafter referred to as “Work Statement C 2021 
HOME-ARP”. The Work Statement is for the City to provide Section VI.D.3.a (McKinney-
Vento Supportive Services) and Section VI.D.3.b (Homelessness Prevention Services) but 
excluding Housing Counseling Services [deleted] under Section VI.D.3.c, to an estimated

Work Statement is provided by HOME-ARP HUD funds, under ALN 14.239.
4. Add an additional Work Statement hereinafter referred to as “Work Statement D 2022 
Acquisition and/or New Construction of Multi-Family Rental Housing”. The Work Statement 
is for the City to acquire land and construct a multi-family rental Housing unit. If the City has 
completed the required Environmental Review, payment for expenditures may be retroactive 
to July 1, 2022. All work performed, or costs incurred, or expenses shall be reimbursable 
through September 30, 2025. The County shall provide the City with $764,833 for these 
Work Statement activities. The funding for this Work Statement is provided by PY 2022 
HOME Investment Partnerships Program through the HUD funds, under ALN 14.239.
5. Funding for Amendment No. 5 is $5,032,820. With that additional funding the total funding 
for the Agreement has now increased from $2,418,920.56 to a not-to exceed amount of

INCENTIVE PROGRAM
Approve the acceptance and use of Bashas’ grocery vouchers and Chevron gas cards 
provided by Arizona Department of Health Services (ADHS), to Maricopa County by and 
through its Department of Public Health (MCDPH), Tuberculosis Control Program.  For FY23, 
the MCDPH TB Clinic received a donation of 100 grocery vouchers at $10 each for a total 
value of $1,000 and 203 gas cards at $10 each for a total value of $2,030, for a combined 
value of $3,030. 
Gift card and voucher donations have been received by the TB program for a number of 
years. We expect they will reoccur. Cash and/or in-kind match is not applicable nor are 
ongoing cash contributions required should they cease to be provided to the program. TB 
Services are a mandated function and donations such as these incentivize the treatment 
program. Awareness and treatment of TB patients is a benefit to our citizens. To our 
knowledge, the donations to the TB program are not given in a competitive manner. Program 
costs associated with the donations are absorbed by the TB programs grant budget. 
Administration costs are absorbed by the department’s operating budget.
MCDPH’s indirect rate for FY23 is 17.24%.  This in-kind donation does not allow for indirect, 
therefore, indirect expense estimated at $445.56 are not recoverable.

nutrition training experience for graduate students in the Dietetic Internship Program. The 
agreement is non-financial, and the term is to be from April 1, 2023 through June 30, 2032.
As a part of its established accredited dietetic internship program, the Department of Public 
Health seeks to provide its dietetic interns with a broad and diverse practicum experience. 
This agreement with SWCH/A will allow dietetic interns to continue to receive approved 
practicum experience in clinical nutrition.  Supervised by SWCH/A registered dietitians in

continue to support Maricopa County-based Federally qualified healthcare centers and 
address the need to provide expanded services as a result of the COVID-19 Pandemic. The

PLAN OF ARIZONA FOR DENTAL INSURANCE SERVICES
Approve an amendment to Request for Proposal (RFP) Contract 190140 between the Delta 
Dental Plan of Arizona (DDPA) and Maricopa County through its Department of Public Health 
(MCDPH).  
This amendment shall extend the Expiration Date to February 28, 2024. The Annual 
Maximum Benefits from March 1, 2023, through February 28, 2024, shall remain at 
$2,500.00 per person per benefit year. The purpose of this Amendment is to continue 
providing Oral Health Services (Provision of Dental Insurance Premiums) according to the 
most current CDC guidance and recommendations to person infected with HIV/AIDS. These 
services will be funded with grant funds received through the Ryan White HIV/AIDS 
Treatment Extension Act of 2009. The maximum amount of reimbursement of this contract 
is not to exceed $2,000,000 over the next year.
Board Required Information:
Funding for this Contract is provided by a grant from the Federal Department of Health and 
Human Services, Health Resources and Services Administration (HRSA), the Ryan White 
(RW) Comprehensive HIV/AIDS Treatment Modernization Acts of 2006 and the Maricopa

30, 2026. The anticipated funding has yet to be determined. The estimated award will be 
issued June 2, 2023 with the final amount and terms. 
This is a competitive award, at this time, it has not been determined if it will be reoccurring.

This Grant deviates from county Policy A2505 and does not allow for full indirect cost

Arizona – Maricopa County between Arizona Department of Health Services (ADHS) and 
Maricopa County through its Department of Public Health (MCDPH), Office of Worksite 
Health Innovation to provide funding for PROP 201 Education and Compliance Activities 
Program. The rescind action is necessary due to the change in Scope of Work (SOW) by 
removing the submission of monthly reports and to extend the due dates of the Contractors 
Expenditure Reports from April 30th to July 15th. 
Also approve a revised Intergovernmental Agreement (IGA) CTR063289 between ADHS 
and Maricopa County by and through its Department of Public Heath (MCDPH) to provide 
funding for the PROP 201 Education and Compliance Activities Program. This amendment 
reflects the change in the Scope of Work. 
The Program will provide an education component and respond to written, on-line, and 
telephone complaints or other means of communication directly received from the public as 
provided in the County delegation authority.  The Price Sheet/Fee Schedule amount is not-
to-exceed $816,413.00 for the budget period from July 1, 2022, through June 30, 2023.  Also, 
the IGA term is from July 1, 2022 through June 30, 2027. 
This non-competitive grant award is reoccurring and has been awarded to the department in 
previous years. There is no cash or in-kind matching requirement. Should the grant cease, 
ongoing contributions are not required. The Department of Public Health’s indirect rate for 
FY2022-23 is 17.24%.  Grant indirect costs are fully recoverable in the amount of 
$120,052.54. The grant award is not a mandated function but provides a benefit to the 
citizens by providing education and compliance activities in accordance with the program.

AQ-2022-002-RULE 245 (CONTINUOUS SOURCE EMISSION MONITORING)
Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), for April 
26, 2023, at 9:30 a.m. to solicit comments on the proposed revision of Maricopa County Air 
Pollution Control Regulations, Rule 245 (Continuous Source Emission Monitoring) and the 
associated proposed revision to the Arizona State Implementation Plan (SIP). Following the 
public hearing, the Board is requested to adopt the proposed amendments to the rule and to 
approve submission of the amended rule as a revision to the Arizona SIP.
The purpose of Rule 245 is to set forth continuous source emission monitoring requirements 
for fossil fuel-fired steam generators, nitric acid plants, sulfuric acid plants, and fluid bed 
catalytic cracking units. Rule 245 was adopted to address Arizona SIP requirements in 40 
CFR 51.214. Per 40 CFR 51.214, each SIP must contain legally enforceable procedures to 
require stationary sources subject to emission standards as part of an applicable plan to 
install, calibrate, maintain, and operate equipment for continuously monitoring and recording 
emissions. Per Appendix P of 40 CFR 51, the requirements in 40 CFR 51.214 apply to 
owners and operators of fossil fuel-fired steam generators, nitric acid plants, sulfuric acid 
plants, and fluid bed catalytic cracking units.
The purpose of this rulemaking is to revise Rule 245 since it has not been approved into the 
Arizona SIP because of rule approvability issues identified by the U.S. Environmental 
Protection Agency (EPA), such as control officer discretion. Consequently, the precursor rule 
to Rule 245, Rule 41 (Monitoring) which was adopted in 1979, remains in the SIP. The 
Maricopa County Air Quality Department is proposing to revise Rule 245 to address rule 
approvability issues identified by EPA and to replace Rule 41 with the revised rule. Replacing 
Rule 41 with Rule 245 will update the SIP. (C-85-23-033-X-00)

The purpose of this rulemaking is to create a new economic development rule to meet the 
federal New Source Review (NSR) offset requirements in the Clean Air Act for mobile source 
emission reduction credits (MERCs). Currently, insufficient emission reduction credits exist 
in the Arizona Emissions Bank to permit large new or existing modified projects. This rule 
will, through voluntary fleet vehicle replacement or retrofit, allow for the generation, 
certification, and use of MERCs as federal NSR emission offsets. In providing a mechanism 
for the voluntary generation of MERCs, Maricopa County will continue to move towards 
attainment of the national ambient air quality standards while still allowing for industrial

AQ-2022-005-RULE 311 (PARTICULATE MATTER FROM PROCESS INDUSTRIES)
Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), for April 
26, 2023, at 9:30 a.m. to solicit comments on the proposed rescission of Maricopa County 
Air Pollution Control Regulations, Rule 311 (Particulate Matter from Process Industries) and 
the associated proposed rescission from the Arizona State Implementation Plan (SIP). 
Following the public hearing, the Board is requested to adopt the proposed rescission of the 
rule and to approve submission of the rule rescission as a revision to the Arizona SIP.
The purpose of Rule 311 is to limit the discharge of particulate matter into the atmosphere 
by establishing emission rates based on process weight. It was originally adopted on July 
13, 1988, and the most current version was adopted in 2003. The Maricopa County Air 
Quality Department is proposing to rescind Rule 311 because it is an obsolete rule. Any 
sources currently in or planning to locate in Maricopa County with particulate matter 
emissions are or will be regulated under other existing particulate matter rules. (C-85-23-

AQ-2022-007-APPENDIX B (STANDARD PERMIT APPLICATION FORM AND FILING 
INSTRUCTIONS)
Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), for April 
26, 2023, at 9:30 a.m. to solicit comments on the proposed revision of Maricopa County Air 
Pollution Control Regulations, Appendix B (Standard Permit Application Form and Filing 
Instructions). Following the public hearing, the Board is requested to adopt the proposed 
amendments to the appendix.
Appendix B is part of Maricopa County Air Quality Department’s (MCAQD’s) Title V permit 
program. It provides prospective Title V permit applicants with the filing instructions and 
standard application form. MCAQD is proposing to revise Appendix B by removing the filing 
instructions and standard permit application form from the appendix. Since the adoption of 
Appendix B, improvements have been made to the Title V permit application process. The 
process has evolved by implementing an online filing platform, providing easily accessible 
permitting resources, and ensuring all application forms are fillable and compatible with the 
online platform. The current version of Appendix B is outdated and obsolete, with prospective

Title V permit applicants referring to the MCAQD website to obtain all current versions of 
application forms and instructions. While changes have been made to the Title V permit 
application process, the information required in the application remains the same to abide 
by requirements set forth in 40 CFR 70.5(c). The revision will include the addition of a 
statement providing the website link to the MCAQD webpage which includes all current Title 
V permit application forms and instructions. These revisions will make it easier for the 
application form and instructions to be updated in the future without having to go through the

PLAN FOR THE 2015 8-HOUR OZONE NATIONAL AMBIENT AIR QUALITY 
STANDARD
Set a public hearing for April 26, 2023, at 9:30 a.m. to solicit comments on the Reasonably 
Available Control Technology State Implementation Plan (RACT SIP) for the 2015 8-Hour 
Ozone National Ambient Air Quality Standard and submittal of the RACT SIP to the U.S. 
Environmental Protection Agency (EPA) for approval into the Arizona State 
Implementation Plan. Following the public hearing, the Board is requested to approve 
submittal of the RACT SIP to the EPA.
On November 7, 2022, portions of Maricopa County were reclassified to a moderate 
nonattainment area with respect to the 2015 8-hour ozone national ambient air quality 
standard. Sections 182(b)(2) and (f) of the Clean Air Act require jurisdictions that are 
classified as “moderate” or higher nonattainment for ozone to implement reasonably 
available control technology (RACT) for all sources subject to a Control Techniques 
Guideline (CTG) as well as for all non-CTG major sources of volatile organic compounds 
(VOCs) or nitrogen oxides (NOx). Non-CTG major sources of VOCs or NOx are those 
sources that emit, or have the potential to emit, 100 tons per year of VOCs or NOx.
In response to the reclassification, the Maricopa County Air Quality Department (MCAQD) 
evaluated all local controls (rules and permit conditions) associated with CTG source 
categories and non-CTG major sources of VOCs or NOx to determine if the controls 
implemented RACT. The results of the evaluation are detailed in the RACT SIP which 
MCAQD will submit to the EPA upon approval from the Board. (C-85-23-034-X-00)

Acting Chairman Sellers asked the Clerk if there was anything to report regarding public 
comment email responses. The Clerk said there was one email comment regarding 
traffic grid lock west of the 303 and that email had been shared with the Board offices. 
She said there was one request to speak from Blue Crowley.
Blue Crowley, resident, commented on the former Attorney General, Mark Brnovich, 
and his handling of the elections report. He also expressed his support for the Board.

Supervisors'/County Manager's summary of current events - Resumen de temas de 
actualidad de los Supervisores/Administrador del Condado
Supervisor Gates spoke about the one-year anniversary of his resolution, as Chairman, 
welcoming the Ukraine refugees to Maricopa County. He said a delegation of 
representatives from Ukraine are scheduled to meet this afternoon to discuss continued 
cooperation and partnership moving forward. Supervisor Gates commented on the 
rainfall in our region and his appreciation for the efforts of the Flood Control District to 
keep us safe.
Supervisor Galvin thanked Supervisor Gates for the reminder of the proclamation that 
was made last year in support of the citizens of Ukraine. Supervisor Galvin said he was 
proud to be appointed recently to the Greater Phoenix Economic Council (GPEC). He 
appreciated the work being done to foster economic development in the Phoenix area. 
He thanked his guests, Mike Hughes, and Mike Hutchinson for the work they do with A 
New Leaf, and for providing the prayer and pledge this morning. 
Supervisor Gallardo talked about legislative bill 1117, that was turned down by the 
Legislature last night. This bill focused on affordable housing and the League of Cities 
and Towns were vigorously opposed to it as well. Supervisor Gallardo said it is a subject 
that needs to be addressed and he believes it starts at the Capital with the Legislature. 
He stated a state-wide provision with the cooperation of cities, towns, and the County 
is needed.
Acting Chairman Sellers and Supervisor Gallardo had a brief discussion focused on the 
dilemma for employees of major employers , having difficulty finding affordable housing 
close to their workplace. 
Acting Chairman Sellers talked briefly about the continued concern for the passage of 
proposition 400 and that without that funding, the economic development will be 
hampered. Acting Chairman Sellers said he went on a tour of Maricopa County 
Tabulation and Election Center (MCTEC) with Recorder Richer and the Committee for 
Safe and Secure Elections. He recently spoke at a NACo conference and the subject 
of how to keep our election workers safe was the topic. He commented on how 
unfortunate it is to be having to discuss this safety issue.
