Ms. Sanchez Luna stated that Rezoning Case No. Z-6-04-7 established the C-2 zoning on the site subject to stipulations and added that a Planning Hearing Officer (PHO) request was to review the elevations rather than change the zoning on the site. Ms. Sanchez Luna summarized previous PHO requests and concluded her presentation by stating that the proposed development was for a Cobblestone Auto Spa. Jesse Macias, representing the applicant with M3 Design, provided information regarding the history of Cobblestone Auto Spa and added that the company had been locally owned since 1997. Mr. Macias summarized the PHO request and the building configuration. Mr. Macias displayed the site plan and noted the building orientation and enhanced landscaping along 107th Avenue. Mr. Macias concluded the presentation by displaying the elevations and emphasizing the changes in texture, color, glass, and architectural features. Questions from the committee: Markus Ceniceros asked why an additional car wash was necessary when there were already two other carwashes in the area. Mr. Ceniceros asked if the applicant was willing to share the research conducted. Mr. Macias stated that he would reach out to his team to provide the market research. Ms. Perez asked for clarification on the technical corrections request for this PHO request. Ms. Sanchez Luna stated that the technical corrections would not modify any stipulations but would rather change the wording. Ms. Perez asked if Stipulation No. 7 was intended for elevations to return to Estrella for a recommendation. Ms. Sanchez Luna confirmed that the stipulation was added so that the committee could provide comments on architectural features, design elements, etc. but not the land use since it is already entitled. Public comment: None Applicant response: None Committee discussion: None. Motion: Lisa Perez motioned to recommend approval of PHO-4-22--Z-6-04-7. Chair Mark Cardenas seconded the motion. Vote: 12-0-1, motion to approve passed, with Committee members Ademolu, Ayala, Barquin, Burd, Cartwright, Ceniceros, Morris, Perez, Rush, Sanou, Terrazas, and Cardenas, in favor, and Committee member Serrette abstained.
