STAFF PRESENTATION: 
 
Kevin Weight, staff, introduced himself and noted the presentation provided is on 
behalf of the applicant, the City’s Historic Preservation Commission. Mr. Weight 
displayed information on the Walter Sterling Hubbard residence, the location, the 
owners, and process for historic preservation zoning. Mr. Weight stated they worked 
with a consultant to evaluate the property and assess the historical designation. Mr. 
Weight said the evaluation began in March and an application was filed. Mr. Weight 
identified the property, the area characteristics, the buildings and when it was 
constructed. Mr. Weight presented photographs of the property and noted some unique 
features including a gallery of hydraulically operated window walls, a St. Charles 
kitchen, family areas for children, refrigeration cooling and an intercom system. Mr. 
Weight provided a history on the Sterling Family and described the historic eligibility 
requirements. Mr. Weight noted the historic criteria includes age, historic integrity, 
design, materials, and workmanship. Mr. Weight stated the Sterling Residence is an 
example of an early contemporary house of the 1940’s, one of the first of its style and 
designed by Sam Bell. Mr. Weight stated additional features including a flat roof, 
overhanging eaves, the use of natural building materials and property alignment that 
follows parcel lines. Mr. Weight stated that staff recommend approval of the proposed 
rezone request as submitted.

Vice Chair Fischbach asked if the cul-du-sac where the property is located is private. 
Mr. Weight responded the location is on a public street. 
 
Committee Member Sharaby commented on the historic quality of the property and 
had been acquainted with some of the Stirling family members.

Z-38-23-6 MOTION: 
 
Committee Member Christina Eichelkraut motioned to recommend approval of Z-38-
23-6 per the staff recommendation. Committee Member Danny Sharaby seconded the 
motion.  
 
Z-38-23-6 VOTE: 
 
13-0; motion to recommend approval of Z-38-23-6 per the staff recommendation passes 
with Committee members Augusta, Bayless, Czerwinski, Eichelkraut, Grace, Jurayeva, 
Langmade, Miller, Rush, Schmieder, Sharaby, Fischbach and Swart in favor.
