VPC DISCUSSION: 
STAFF PRESENTATION 
Sarah Stockham, staff, reviewed the surrounding zoning, land uses, site history, 
proposed stipulations and displayed aerial images and the proposed site plan, in 
addition to descriptions of applicable TOD Policy Plans and adjacent Walkable Urban 
Code districts. Staff also addressed connectivity within the site as it relates to proposed 
stipulations regarding sidewalks and connections.  
APPLICANT PRESENTATION 
Mark Cueva, representing the applicant with Carhuff-Cueva Architects introduced 
himself as the architect that also designed the adjacent conference and fitness center 
as part of the U-HAUL campus. Mr. Cueva introduced U-HAUL as a standing member 
of the community and its desire to promote employee health and wellness as well as 
increase neighborhood beauty. He stated that the purpose of the proposal is to 
consolidate the campus maintenance facilities. He then provided detail on the site plan 
and the building itself.  
QUESTIONS FROM COMMITTEE 
Vice Chair Rodriguez asked the applicant to consider any utility boxes or poles 
proposed within the sidewalk before starting the presentation.

Opal Wagner asked about a sign plan and lighting for the proposal, referencing lighting 
limitations in a previous U-HAUL project. Mr. Cueva responded that he was not aware 
of any lighting or signage limitations, but that U-HAUL might be privy to previous 
agreements.  
 
Aaron Searles asked for clarification that the project was not to be used as a self-
service storage facility. Mr. Cueva confirmed that it will not be a self-storage facility and 
is only for corporate employees and campus maintenance.  
 
Vice Chair Rodriguez asked who the owner of the project is, and Mr. Cueva stated that 
Oxford Life, a subsidiary of U-HAUL international, is the current owner. Vice Chair 
Rodriguez asked when the subject property was purchased, to which Mr. Cueva 
informed that the subject property was part of a land-swap between APS about 2-3 
years ago in which APS wanted to build a substation on the subject property, which has 
since been traded for a nearby site to the north. Vice Chair Rodriguez then asked for 
clarification within the site plan with regards to parking, and Mr. Cueva elaborated on 
the parking provided in the site plan.  
 
PUBLIC COMMENTS 
 
Margaret Dietrich spoke in support of the project. Ms. Dietrich praised U-HAUL for its 
work along Roanoke, and stated she is glad to have U-HAUL as a part of Midtown.  
 
APPLICANT RESPONSE 
 
Mr. Cueva spoke in appreciation of the comment received.  
 
FLOOR/PUBLIC DISCUSSION CLOSED: MOTION, DISCUSSION, AND VOTE 
 
MOTION  
 
Paul Benjamin motioned to recommend approval of Z-10-22-4, per the staff 
recommendation. G.G. George seconded the motion.  
 
DISCUSSION 
 
Vice Chair Rodriguez commented about the project’s proposal to exclude multifamily 
residential from a TOD site very close to light rail. Vice Chair Rodriguez added that as a 
resident who bikes in the area, the proposal is congruent with suburbia and would have 
liked to see a more long-term, enriching use of the land. Vice Chair Rodriguez cited 
housing affordability and the need for more units, and that the use was not consistent 
with the TOD policy plan in the area. 
 
Rick Mahrle responded to Ms. Rodriguez’s comment stating that he believes the one-
acre site in the middle of a corporate campus could never be conducive to multifamily 
development, though he would otherwise agree with her assertion.

Opal Wagner also responded to the comment made by the Vice Chair stating that she 
is in support of the project because U-HAUL is a long-standing employer whose 
employees can utilize the light rail.  
 
Vice Chair Rodriguez shared that continued approvals in the area have created a 
suburbia island within the TOD Policy Plan area and that anything is possible regarding 
changing patterns.  
 
VOTE 
 
10-1; motion to recommend approval of item Z-10-22-4 passes with committee 
members Benjamin, Bryck, George, Jewett, Mahrle, Picos, Procaccini, Searles, 
Wagner, and Cothron in favor and Vice Chair Rodriguez in opposition.  
 
STAFF COMMENTS REGARDING VPC RECOMMENDATION:
