Phoenix Women’s Commission  
The Education Division’s Deputy Human Services Director provided an overview of Head 
Start services for the Phoenix Women’s Commission. The overview included information 
on eligibility, services, and parent education. The Commissioners are interested in 
supporting the City of Phoenix Head Start Birth to Five Program with recruitment and 
other initiatives focusing on early childhood education. 
Winter Leadership Institute 
The National Head Start Association held the annual Winter Leadership Institute in 
Washington, D.C. from January 23-26. Three staff from the Head Start Birth to Five 
Program and two parents from the program’s Policy Council attended the conference.  
Presenters discussed topics on workforce shortages, Head Start funding for Fiscal Year 
2023-2024, and an overview of upcoming changes. The highlight of the event was visiting 
congressional members on Capitol Hill. Staff and parents were able to discuss current 
Head Start trends, issues, and the program’s positive impact on families with Senator 
Sinema, and Representatives Gallego, Stanton, and Gosar.
