Location Approximately 330 feet east of the southeast corner of 7th Avenue and Bell Road VPC Recommendation Approval with a modification VPC Vote 8-0 VPC DISCUSSION & RECOMMENDED STIPULATIONS Mr. David Simmons, staff, went over the request. He covered the history of the original rezoning case, explained that this request was a small portion of the overall original Attachment B Deer Valley Village Planning Committee March 11, 2021 Page 2 of 3 City of Phoenix • Planning & Development Department 200 West Washington Street, 3rd Floor • Phoenix, Arizona 85003-1611 • (602) 262-6882 request and explained that many of the stipulations have been satisfied or no longer applied. He also relayed to the committee that the applicant is no longer seeking the deletion of Stipulation No. 6. Ms. Susan Demmitt, with Gammage and Burnham, representing the applicant, went over the history of the site in great detail. She went over the PHO history and shared how the site has developed overtime. She went over site A & B and explained that these will be two separate pads. Site A will be a Dutch Brothers Coffee with two queuing lanes. She explained that this is a new model that will alleviate long lines at the drive through. Chairman Joseph Grossman asked if the Queen Creek Dutch Brothers case was the same square footage. He also asked if the traffic from site A would negatively impact site B. Ms. Demmitt shared that the Queen Creek location is equivalent in square footage and is also consistent with the new double queuing lane model for Dutch Brothers Coffee. She stated that this new model is designed to alleviate drive through lines. Mr. Bill Cantierri, representative for Dutch Brothers, shared that a lot of concerns have been generated from the old model type sites. This new double queuing lane design is intended to handle volume. Chairman Grossman asked why the applicant is now not wanting to delete Stipulation No. 6. Ms. Demmitt shared that they had conversations with the Streets Department and as a result have opted not to include the deletion of Stipulation No. 6 in the request. Mr. Ricardo Romero asked what will be built on parcel B. Ms. Demmitt shared that both sites A & B will be developed simultaneously and that a restraint user will most likely go there. Mr. Ozzie Virgil asked what the size of the Dutch Brothers is on 12th Street and Glendale, across from Cabella’s. Mr. Cantierri shared that this proposed site is more than double the size of the store across from Cabella’s. Mr. Bill Levy asked if there are ingress/egress points to this site off of 7th Avenue. Mr. Cantierri shared that there are ingress/egress points off of both 7th Avenue and Bell Road. MOTION: Mr. Ricardo Romero motioned to recommend approval of PHO-3-21--Z-129- 95-3 with the exclusion of the deletion of Stipulation No. 6. Committee member Mr. Bill Levy seconded the motion.
