Angelica Maria Carrillo Contreras through Bandoleros LLC applied for a Series 6 license for
Bandoleros Night Club located at 3613 E. Van Buren Street.

The Police Department recommends disapproval of this liquor license application for
the following reasons:

A.R.S. 4-203.A states “A spirituous liquor license shall be issued only after satisfactory
showing of the capability, qualification and reliability of the applicant...”

Bandoleros LLC is made up of two members: Angelica Marie Carrillo Contreras and
Servando Lopez Cardenas.

Mr. Cardenas is also a member of J & S Bars Entertainment LLC which owns

“Club 4!" Avenue” Licensed under 06100006 by the Arizona Department of

Liquor License and Control (DLLC). In August 2021, the DLLC conducted a CUB (Covert
Underage Buyer) detail at Club 4" Avenue (DLLC case 21-00882). As a result of

the investigation, Club 4° Avenue was cited for two violations of Title lV. These

violations included:

4-241.A Failure to request ID from underage buyer
4-244.9 Sell, give, furnish underage person with alcohol

A.R.S. 4-201.G states in part “the applicant bears the burden of showing that the public
convenience requires and_that the best interest of the community will be substantially
served by the issuance of a license.

The neighborhood has a long history with the Phoenix Police Department for high calls for
service for crimes of violence, drugs, and alcohol. Between April 1, 2021 to April 1, 2022
there were 800 calls for service in a quarter mile radius from 3613 E. Van Buren Street.

Based on the aforementioned reasons the applicant failed to show that he is reliable,
capable or qualified and transfer of the liquor license for this establishment would not be in
the best interest of the community.
