Committee Members David Kollar and Mark Warren joined the meeting during this 
item, bringing quorum to 11 members. 
STAFF PRESENTATION 
Anthony Grande, staff, provided an overview of the location of the subject site, 
zoning and land use in the surrounding area, the actions requested, and the proposal. 
Mr. Grande further described the staff findings and the staff recommendation for 
approval. 
APPLICANT PRESENTATION 
Dennis Newcombe, representing the applicant with Gammage and Burnham, 
described the request, noting that the massage business has been in operation for 
several years and is now looking to rectify the situation by applying for a special 
permit. Mr. Newcombe described the businesses in the shopping center and the 
details of the massage business within the subject site. 
QUESTIONS FROM COMMITTEE 
Rick Nowell asked if the approval for the special permit be in perpetuity. Mr. Grande 
replied that it would be. Mr. Nowell asked if other suites would be able to be

approved over time. Mr. Newcombe replied that the approval is for a specific suite, 
rather than the full site, and the owner doesn’t foresee needing to apply for additional 
special permits for other suites within the site.

MOTION 
Rick Nowell made a motion to recommend approval of Z-237-K-85-2 per the staff 
recommendation. Jason Israel seconded the motion. 
 
VOTE 
11-0, motion to recommend approval per staff recommendation passed; Members 
Dean, Hankins, Israel, Kollar, Nowell, Powell, Reynolds, Warren, Younger, Lagrave, 
and Bowser in favor.
