The site will be fully autonomous with no employees on site. There will be 345 storage stalls with fence screening, security cameras, and lighting. Access to the site will be off Olive Ave. There are no outstanding concerns from reviewing agencies. There is no known opposition. Commission Recommendation: On 4/20/23, the Commission voted 7-0 to adopt a motion recommending the Board of Supervisors approve MCP2022006 subject to conditions ‘a’ – ‘e’: a. Development of the site shall be in substantial conformance with the Site Plan entitled “Farm Bro’s Toy Storage“, consisting of 2 full-size sheets, dated January 16, 2023, and stamped received January 17, 2023, except as modified by the following conditions. b. Development of the site shall be in substantial conformance with the Narrative Report entitled “Farm Bro’s Toy Storage Narrative”, consisting of 3 pages, dated January , and stamped received January 17, 2023, except as modified by the following conditions. c. The following Planning Engineering conditions shall apply: 1. Engineering review of planning and/or zoning cases is for conceptual design only. All development and engineering design shall be in conformance with Section 1205 of the May 24, 2023 MCP2022006 Page 2 of 2 Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and current engineering policies, standards and best practices at the time of application for construction. 2. At the time of the Building Permit identify that there will be space between the ground and the bottom of the metal fence to allow the water to outfall into the retention basin 5. Any Construction done in the MCDOT Right-of-Way must have a MCDOT Right-of-Way Permit. 6. Any Construction done in the City of Surprise Right-of-Way must have a Surprise Right- of-Way Permit 7. Peoria Avenue is classified as a Principal Arterial. Driveways connecting to arterial or major collector streets are to have adequate turnaround space on the private property or a circular driveway to eliminate backing onto the roadway. d. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction having authority that the facility has been designed in accordance with their regulations and requirements, and that emergency fire protection service will be provided to the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction review and approval will be required. e. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property to enjoy uses in excess of those permitted by the zoning existing on the date of application, subject to conditions. In the event of the failure to comply with any condition, the property shall revert to the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with any conditions, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation of the MCP. The MCP enhances the value of the property above its value as of the date the MCP is granted and reverting to the prior zoning results in the same value of the property as if the MCP had never been granted. The applicant is proposing a 345 stall RV/Boat storage facility within the LDN 70 noise contour. The facility will be unmanned with a fully automated gate system. Customers will sign-up for storage services online so no office or business activities will occur on site. The site will be screened with a wood and metal fence. The fence, along with security cameras and lighting compliant with MCZO Section 1112 will combine to provide site security. The site will be accessed off Peoria Ave. and there will be no services available other than storage. There is an existing legal non-conforming residence on the property that will not be included in any compacity for the RV/Boat use on site. 2. The initial pre-application meeting for the proposal occurred on October 26, 2021. The applicant applied for a Use Consistency and Compatibility Determination, UC2021013, on August 17, 2021. LAFB deemed the use “compatible” on September 3, 2021. Subsequently the applicant formally submitted for the subject case on August 30, 2022. The applicant posted the site with two signs to alert local residents of the proposal and sent notification mailers to all property owner’s within 300’ of the subject site. Staff is not aware of any public response generated as a result of the applicant’s efforts. Outstanding Concerns from Reviewing Agencies: 9. N/A. Staff Analysis: MCP2022006 Page 5 of 7 10. The subject site and all adjacent parcels are located within the LDN 70 and LDN 75 noise contours associated with the MAAMF zoning overlay. As such, no new residential uses are permitted. There are a small number of existing, legal non-conforming residences to the west of the subject parcel. The proposed RV/Boat storage facility will only occupy approximately 13 of the 19.3 acre site and sits on the western portion of the property providing a large buffer between the proposed MCP area and the existing homes. The image below provided by the applicant demonstrates the buffer between the existing residences and the proposed RV/Boat storage facility. Additionally, the proposal conforms with the “compatible” determination granted by LAFB via UC2021013, conforming to both the Military Compatible land use designation in the White Tank / Grand Avenue Area Plan and the Luke Compatible Land Use designation in the Envision Glendale 2040 general plan. Staff feels the proposed land use is appropriate for the subject site as it is consistent with land use planning goals and land use and development patterns for the area. Recommendation: 11. Due to the reasons outlined in this report, staff recommends the Commission adopt a motion recommending that the Board of Supervisors approve MCP2022006 subject to the following conditions ‘a’ – ‘e’. The proposed request is in reference to constructing a RV and boat storage facility with 360 rented stalls. The facility will be fully automated allowing members to register through the online portal, access the facility between 4 am and 11 pm each day and be equipped with an automated gate used with a key code. The code will be assigned automatically at registration. The 3,160 foot perimeter fencing will be a combination of metal and wood construction to offer a desired aesthetic to potential members. With security cameras and adequate lighting, compliant to section 1111 of the zoning ordinance, for a sense of safety for the members' assets. Our goal is to retain our members because of the effort of care we give in keeping their RV or boat safe, secure and maintained. Farm Bros will not conduct any maintenance services beyond the scope of storage. The parking surface will have 6 inches of cement stabilized subgrade using a cement application ratio of 5%. The cement will be mixed into the soil by use of a pulverizer to the required depth. The top surface will be 4 inches of road base treated with PineBind manufactured by National Land Management in order to provide a dust free surface. PineBind will be applied by the manufacturer recommended method. Subgrade and surface stabilization will be completed by Central Arizona Trucking and Equipment Repair LLC. Existing structures will not be used for any purpose to support or operate the proposed facility. The home on the property is used as a primary residence for the property owners. Specifications Fencing: Minimum 4” space between grade and bottom of fencing material. Maximum height is 6 feet to the top of the fence from grade. The material is a corrugated metal fastened to 4” x 4” treated lumber. The fence will be set in the ground a minimum of 4 feet with a concrete base. The site is estimated to have a maximum of 400 parking spots with one proposed access on Peoria Avenue. General Comments: The proposed development Site has frontage along Peoria Avenue, the south side is under Maricopa County and north side is under the City of Surprise. Review Comments: A Traffic Statement is acceptable to MCDOT based on low anticipated trip generation from the development. The TS shall be prepared as per the guidelines mentioned in the latest MCDOT’s Traffic Impact Study manual, 2017; refer to Section 3 on page 13. TS shall be prepared under the supervision of a Professional Engineer (Civil) registered in the State of Arizona. The final TS shall be sealed and signed by the professional engineer preparing the study. The project trip generation shall be based on the land use code provided in the ITE trip generation manual. If an exact land use code is not available as per the intended use of the facility, use the one that closely matches the facility such as Mini-warehouse or land use codes used in other similar projects. Future classification of Peoria Avenue is principal arterial as per MCDOT planning. The proposed site driveway must meet spacing of minimum 360 feet from the existing adjacent and opposite driveways. If the required spacing can’t be met, the proposed driveway will be allowed as a limited access only. The proposed driveway characteristics and design shall be as per guidelines outlined in the latest MCDOT Roadway Design Manual.
