MCSO Property Management Division (PMD) currently uses the TraQ software application that was purchased from & installed by QueTel (now Omnigo) over 8 years ago.
Omnigo is the creator and only authorized vendor that can provide software support and upgrades. These upgrades include Records Management interface allowing deputies to
enter data one time (limiting errors), instant inventory reconciliation of 500,000 items being stored in evidence. A crime laboratory system (Lab TraQ module) that tracks evidence
items entering the lab to be tested and examined by the crime lab techs. The crime lab application allows management to evaluate lab workloads and give investigators the ability
to view the lab results on line. An Omnigo Digital Evidence System (Digital TraQ module) that creates an entire digital ecosystem from capture to disposition of files from multiple
sources such as cell phones, body-worn cameras, professional cameras, police car camera systems, and video surveillance cameras — all in one centralized repository.

ITHISISA COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):

QueTel provides exclusive support on it's proprietary TraQ System. This system is critical in tracking over 500K
items of evidence stored in the PMD Warehouse. The system also tracks county issued weapons, evidence items
processed by MCSO Crime Lab and DPS Crime Lab and items either destroyed or sold at auction. MCSO expanded
the system to include the Lab TraQ module and Digital TraQ Module. The Lab TraQ module will allow the Crime Lab
to manage requests, track specimen, analysis and reporting. The Omnigo Digital Evidence System (Digital TraQ
module) creates an entire digital ecosystem from capture to disposition of files from multiple sources such as cell
phones, body-worn cameras, professional cameras, police car camera systems, and video surveillance cameras —
all in one centralized repository.

The addition of these modules will allow MCSO to further track and audit inventory and run reports. These modules
will be linked to the Evidence TraQ module that is being upgraded.

PRICE
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.
