VPC DISCUSSION & RECOMMENDED STIPULATIONS:
Item Nos. 3 (Z-21-21-5) and 4 (Z-SP-2-21-5) are companion cases and were heard 
concurrently. Committee member Denice Garcia joined the meeting during this item, 
bringing quorum to 9.  
Sarah Stockham, staff, reviewed the surrounding zoning, land uses, site history, 
proposed stipulations and displayed aerial images and the proposed site plan.  
Joe Barba asked what the site acreage was, how many jobs would be created with this 
request, and shared a concern that the request shouldn’t be limited to self-storage uses 
on the site and that the site has the potential to have more commercial uses such as a 
shopping center which would generate more jobs in the Village. Ms. Stockham replied 
that the site is 4.99 gross acres and the special permit request would allow self-service 
storage and all underlying C-2 uses, so the commercial uses permitted on site would 
not only be limited to self-storage.  
Ken DuBose shared that he worked nearby the site and confirmed it has been vacant 
for several years.  
Sandra Oviedo shared that the site would be better suited for more commercial uses 
that would contribute to more job creation.  
Rajesh Gore, representing the applicant with RKAA Architects, reviewed the request, 
explained the proposed self-storage use as an expansion of the existing self-service 
storage facility to the west, and displayed an aerial map and the proposed site plan and 
elevations.

Sandra Oviedo shared that the area needs more revitalization, not more parking.  
 
Chair Gene Derie asked how my parking spaces are proposed on site and for more 
information on the self-service storage. Mr. Gore replied that the site will have 27 RV 
parking spaces which will be covered and separated from the adjacent single-family 
residences by an 8-foot-tall screen wall, enhanced landscaping and skirt on the canopy 
to shield light. Mr. Gore added that the RV parking spaces are the only parking spaces 
on site, parking for users will be supplied on the existing self-service storage facility to 
the west. Mr. Gore concluded that the storage will be mini-storage units, similar to those 
provided by U-Haul.  
 
Denice Garcia asked how this request will impact property values and about security 
and monitoring on the site. Mr. Gore replied that the site has been vacant for many 
years, has about 200-300 feet of frontage and is rectangular so it is deep and not 
suitable for retail because it doesn’t have a large amount of frontage and visibility from 
the street, and that is more suitable for self-service storage and believes it will add to 
the property values in the area. Mr. Gore added that customers are given access cards, 
the site is gated and walled, and visitors can only access the office.  
 
Jeff O’Toole shared that he appreciated the comments made about potential 
employment in Maryvale, given the small site area self-service storage would be 
appropriate and that the committee should pick their battles in terms of more 
commercial development in the Village.  
 
Denice Garcia agreed with the comments of Mr. O’Toole.  
 
Ken DuBose shared that he worked in the area for 20 years and has seen that the site 
has been vacant, it would be difficult to get another commercial use in there and that the 
committee should pick their battles for more commercial development, and there is not 
much else they can ask of the applicant for this request.  
 
Item No. 3 Z-21-21-5: 
 
Motion: 
Mike Weber motioned to recommend approval of Z-21-21-5 per the staff 
recommendation. Zeke Valenzuela seconded the motion.  
 
Discussion: 
Denice Garcia shared that she was on the fence about the request, would like more 
information and would be abstaining to vote on the item.  
 
Vote: 
7-1-1, motion to approve passes with Committee Members Barba, Demarest, DuBose, 
O’Toole, Valenzuela, Weber and Derie in favor and Committee Member Oviedo 
opposed and Garcia abstaining.  
 
 
STAFF COMMENTS REGARDING VPC RECOMMENDATION:
