This item was originally submitted as a no recommendation pending the completion of
the departmental reviews and the posting process. However, staff has changed its
recommendation to approval, noting the applicant must resolve any pending City of
Phoenix building and zoning requirements, and be in compliance with the City of
Phoenix Code and Ordinances.
