John Roanhorse, staff, provided an overview of the rezoning request, describing the location, general plan designation, existing and proposed zoning district, and the surrounding uses. APPLICANT PRESENTATION: Ms. Wendy Riddell, representing the applicant with Berry Riddell, LLC, provided an overview of the request, displaying an aerial image and reviewing the existing and proposed zoning. Ms. Riddell shared that access will be provided from Indian School Road which has bus and light rail access. Ms. Riddell stated that the proposal is in an area that has various levels of intensity including residential and the development will provide needed housing and improvements to the area. Ms. Riddell stated they are in agreement with the staff stipulations as provided for the proposal. QUESTIONS FROM THE COMMITTEE: Committee Member Tom O’Malley indicate that the proposed development would be a useful development, but the existing motel provides housing for low-income families and children who attend Crockett Elementary School, and it is not likely that residents of the proposed development will send their children to Crockett Elementary School. Ms. Riddell responded stated that there will be no low-income access for the development. Chairperson Swart stated he once owned a property close to the proposed site and there was Section 8 housing available in the area. There were three developments in the area that accommodated low-income housing so it is possible to have accessible opportunities in the area. Committee Member Adiba Jurayeva asked with is the price point for units at the proposed development. Ms. Riddell responded that this information is subject to market, but it is estimated to be in the range is $1200 to $1800 per unit. Committee Member Christina Eichelkraut asked about ADA compliance at the proposed development and will there be any universal standards for walkways, counter accessibility and wheelchairs. Ms. Riddell responded the details of the design have not been completed so these things will be taken into consideration. Committee Member Barry Paceley inquired about the EV parking and how many would be allocated for the proposed development. Mr. Riddell responded that the stipulations include ten percent of the parking would be EV targeted. Mr. Paceley asked if will there be an expansion of EV parking if the demand were to increase. Ms. Riddell stated that they have looked at parking that is in place and what steps can be taken for infrastructure in the future. Mr. Paceley asked about the parking arrangement on this site. Ms. Riddell stated there will be individual unit garages and surface parking to accommodate all residential parking. Committee Member Barry Paceley noted that previously, the self-storage to the west was approved by the Committee, and it turned out well and may be suitable as a sound buffer for the proposed development and are there any potential building height issues. Ms. Riddell stated that the proposed development would be higher that the self-storage facility. Mr. Paceley asked if the development would include any mitigation features to reduce sound impacts for residents. Mr. Riddell stated the details of the design will take traffic sound levels into account when selecting materials. Mr. Paceley stated that this proposal should be a high-quality development and take sound mitigation into account. PUBLIC COMMENTS: None. APPLICANT RESONSE: None. COMMITTEE DISCUSSION: None. Committee Member Ashley Nye seconded the motion. VOTE: 17-0; motion to recommend approval, per the staff recommendation passes with Committee members Abbott, Augusta, Baumer, Beckerleg Thraen, Eichelkraut, Garcia, Grace, Jurayeva, Langmade, Miller, Nye, O’Malley, Paceley, Schmieder, Sharaby, Fischbach, and Swart in favor. STAFF COMMENTS REGARDING VPC RECOMMENDATION & STIPULATIONS: Staff has no comments.
