VPC DISCUSSION:
Committee member Patrick Panetta joined during this item, bringing quorum to 10. 
Kevin Weight, Principal Planner with the Historic Preservation Office, provided an 
overview of the site’s location and history, displayed aerial and historic photographs, 
and reviewed the site’s contribution to the expansion of banking in Phoenix and how 
the site meets the eligibility criteria for the Historic Preservation Overlay.  
Wayne Rainey asked what staff thinks the use of the building can be by preserving it. 
Mr. Weight responded that the current use of the building is a Senior Center owned by 
the Neighborhood Services Department and there is no intention of changing the use at 
this time.  
Dana Johnson shared that he supports this request, had gone into the building when it 
was still a bank, and asked if there will be any future requests to preserve bank 
buildings within the Miracle Mile District. Mr. Weight responded that they are optimistic 
to see more historic preservation cases in the area given that they do have City Council 
approved grant funding for the area which could incentivize more historic designations.  
Ryan Boyd asked if the outbuilding on the western side of the site would be affected 
by this request and if the site was to rezone would be Historic Preservation Overlay 
remain. Mr. Weight replied that if there is a building along the western side of the site it 
should remain, and if the site was to rezone the Historic Preservation Overlay would

remain unless the applicant asked for it to be removed, and that staff is supportive of 
keeping the Historic Preservation Overlay on the site.  
 
Public Comment: 
None.  
 
Motion:  
Dana Johnson motioned to recommend approval of Z-11-21, per the staff 
recommendation. Janey Pearl Starks seconded the motion.  
 
Discussion: 
Ryan Boyd expressed concern with preserving a building that is auto-centric but is 
happy that the Historic Preservation designation doesn’t preclude a different use of the 
site.  
Wayne Rainey shared that he echoes the comments of Mr. Boyd 
 
Vote 
10-0, Motion to approve Z-11-21 per the staff recommendation passed, with Committee 
Members Boyd, Burns, Gaona, Johnson, Lockhart, Panetta, Rainey, Starks, Sonoskey 
and R. Johnson in in favor.
