Chairwoman Stark called the Land Use and Livability Subcommittee to order at 10:01 
a.m. with Councilmember Garcia and Councilwoman Guardado present via WebEx.

Minutes of Meetings 
1. For Approval or Correction, the Minutes of the Land Use and Livability
Subcommittee meeting on March 17, 2021
Councilwoman Guardado motioned to approve the minutes of the March 17, 2021 Land
Use and Livability Subcommittee. Councilmember Garcia seconded the motion. The
motion passed unanimously, 3-0.
Consent Action (Items 2-5) 
Items 2-5 were for consent action. No presentations were planned, but staff was 
available to answer questions.  
Councilwoman Guardado motioned to approve consent items 2-5. Councilmember 
Garcia seconded the motion, which passed unanimously, 3-0.

7. Smoke-free Parks Policy 
Councilwoman Guardado asked staff to highlight the new policies.  
 
Parks and Recreation Director Cynthia Aguilar stated the Parks Committee approved 
the Smoke-free Parks Policy prohibiting tobacco products in parks. She stated golf 
courses, special events, and spring training have designated smoking areas. 
 
Councilwoman Guardado asked if signage would be used in the parks to educate 
residents about the policy. 
 
Ms. Aguilar stated staff were developing signage and information in both English and 
Spanish.  
 
Councilwoman Guardado asked how the policy would be enforced. 
 
Ms. Aguilar responded park rangers would lead with education and if the resident does 
not comply, the resident would be asked to leave for the day. She added if they 
continued to object, the resident could be asked to leave for a longer period. 
 
Councilwoman Guardado expressed concern about escalated incidents and wanted to 
ensure police officers were not called.  
 
Ms. Aguilar stated the policy was written within the Parks and Recreation Code of 
Conduct and that police would not be called.  
 
Discussion and Possible Action (ITEMS 8-9) 
8. 2021-2022 Housing and Urban Development Consolidated Plan Annual Action 
Plan 
Neighborhood Services Director Spencer Self provided background on the 2021-2022 
Housing and Urban Development Consolidated Plan Annual Action Plan and introduced 
Neighborhood Services Deputy Director Wathsna Sayasane.  
 
Ms. Sayasane gave an overview of the Housing and Urban Development (HUD) funding 
sources, including Community Development Block Grant (CDBG), Housing 
Opportunities for Persons with HIV/AIDS (HOPWA), HOME Investment Partnership 
(HOME), and Emergency Solutions Grant (ESG). She provided information on the 5-
Year Consolidated Plan and highlighted community outreach and the consolidated plan 
survey. Ms. Sayasane discussed six Consolidated Plan goals, including Affordable 
Housing, Homelessness, Public Facilities and Infrastructure, Public Services, Economic 
Development, HIV/AIDS Housing and Supportive Services. She gave a breakdown of 
HUD CARES Act Funds and noted the substantial amendments needed for the funds. 
Ms. Sayasane provided an overview of the Annual Action Plan and the plan process

timeline, as well as the funding allocation. Ms. Sayasane finished by requesting the 
Subcommittee approve the draft 2021-22 Annual Action Plan.  
 
Councilwoman Guardado motioned to approve the item. Councilmember Garcia 
seconded the motion, which passed unanimously, 3-0. 
 
9. 2021-2022 CDBG Public Service and Public Facility Request for Proposals 
Neighborhood Services Director Spencer Self provided information on the planned 
presentation and introduced Deputy Neighborhood Services Director Wathsna 
Sayasane. 
 
Ms. Sayasane highlighted the Community Development Block Grant (CDBG) public 
service and public facility Request for Proposal (RFP) process. She provided an 
overview of the eligible applicants and the amount of funds available and priority areas. 
Ms. Sayasane highlighted the public service process and the changes during the 
pandemic and recommended funds from 2020-21 and 2021-22 be combined. Ms. 
Sayasane provided an overview of the 2021-22 public facility category and noted the 
available funds and RFP timeline. She finished by requesting the Subcommittee 
approve combining the 2020-21 and 2021-22 Public Service allocations and the CDBG 
RFP process for the Public Facility program.  
 
Councilwoman Guardado motioned to approve the item. Councilmember Garcia 
seconded the motion, which passed unanimously, 3-0.
