VPC DISCUSSION:
No members of the public registered to speak on this item. 
Ms. Sarah Stockham, staff, provided an overview of the request including the location 
of the request, existing and proposed zoning districts and surrounding land uses. Ms. 
Stockham displayed the site plan and elevations for the multifamily project and shared 
the proposal has received one letter of opposition to date. Ms. Stockham shared the 
staff findings and hearing schedule and stated that staff recommends approval subject 
to stipulations. 
APPLICANT PRESENTATION 
Taylor Earl, representing the applicant with Earl & Curley, provided an overview of the 
proposed rezoning request. Mr. Earl summarized the surrounding land uses noting the 
commercial uses and light rail along Washington Street and residential uses along 
Adams Street. Mr. Earl summarized the proposed transect districts and added that the 
proposed development would have a maximum height of 40 feet. Mr. Earl added that 
the proposal would include affordable housing and accept housing assistance. Mr. Earl 
noted that high density housing is appropriate adjacent to the light rail. Mr. Earl 
displayed the site plan noting the building frontages, building configuration, and open 
space. Mr. Earl displayed the building elevation and noted the variation in materials, 
and enhanced building facades. Mr. Earl concluded the presentation by summarizing 
the Walkable Urban Code and stated that the proposal would match the transect 
districts found in the Gateway TOD Policy Plan.

QUESTIONS FROM THE COMMITTEE 
Eva Olivas asked for clarification on site access. Mr. Earl stated that an access point 
would be located on Washington Street and another on Adams Street. Mr. Earl added 
that the majority of the traffic would occur on Washington Street. Ms. Olivas asked if a 
traffic study was conducted for the proposal. Mr. Earl stated that a traffic study was not 
required. Ms. Olivas asked when the percent of affordable units would be finalized and 
if the developer was required to maintain that percentage. Mr. Earl stated that a zoning 
district does not exist that requires affordable housing. Mr. Earl confirmed that the 
affordable housing is not stipulated but that it would be finalized when the development 
is completed. Brandon Hampton, the property owner, stated that he had and 
extensive background in affordable housing and that he was committed to providing 
affordable units. Ms. Olivas asked for the projected rental rates. Mr. Hampton stated 
that the current rate would be approximately $1,000- $1,400 depending on unit type. 
Mr. Hampton stated that the rate could fluctuate depending on the date of completion. 
Ms. Olivas voiced her support for attainable rental rates and her discomfort at the 
owner not committing to a set number of affordable units.  
 
Darlene Martinez asked if guest parking would be available and asked for clarification 
on the parking configuration. Mr. Earl stated that the proposal will have surface parking 
and that the proposal accounted for guest and resident parking. Ms. Martinez asked if 
there was a residential use bisecting the north portion of the proposed development. 
Mr. Earl confirmed that a residential property was located along the north portion of the 
property. Mr. Earl added that they had tried to obtain the property, but the property 
owner declined to sell. Mr. Earl noted that landscaping would be provided around the 
property. Ms. Martinez voiced her support regarding Ms. Olivas comments on 
affordable housing.  
 
Cyndy Gaughan requested the bicycle parking be centralized to add an extra level of 
protection. Ms. Gaughan asked for more information regarding rental assistance to 
adults leaving foster care and veterans. Mr. Hampton stated that veterans have 
access to HUD-VASH vouchers for housing assistance. Mr. Hampton added that 
emergency vouchers are available as well and that he has worked closely with Section 
8. Mr. Hampton stated that their program also assisted aged out youth to become an 
independent adult by providing housing and services. Ms. Gaughan asked if there 
were ties to the organizations regarding seniors and veterans. Mr. Hampton stated 
that they have ties with HUD-VASH and that they work with non-profits that serve 
seniors.  
 
Chair Nicholas Gonzales asked if there were any additional concerns from the 
property owner bisecting the north portion of the site. Mr. Earl stated that the property 
owner had not expressed any concerns. Chair Gonzales asked what percentage the 
developer would commit to affordable housing and vouchers. Chair Gonzales added 
that the information would be helpful to understand the unit break up. Mr. Earl stated 
that the percentage could fluctuate for several reasons, thus a percentage could not be

provided. Mr. Earl noted that Mr. Hampton has an extensive background in affordable 
housing programs and is committed to providing affordable housing to the community.

FLOOR/PUBLIC DISCUSSION CLOSED: COMMITTEE DISCUSSION 
Eva Olivas commented that she hoped the applicant will be a good neighbor to the site 
along Adams Street that is surrounded by the subject property.  
 
MOTION 
Jeff Sherman made a motion to recommend approval of Z-86-22-8 per the staff 
recommendation. Rachel Frazier Johnson seconded the motion.  
 
VOTE 
13-0, Motion to recommend approval of Z-86-22-8 per the staff recommendation 
passed, with Committee Members Burns, Gaughan, Greenman, R. Johnson, Lockhart, 
Martinez, Nervis, Olivas, Rainey, Sherman, Sonoskey, Uss, and Gonzalez in favor.
