APPLICANT PRESENTATION: 
Wendy Riddell, representing the applicant with Berry Riddell, LLC, provided an 
overview of the request, displaying an aerial image and reviewing the existing and 
proposed zoning. Ms. Riddell shared that access will be provided from Indian School 
Road, no vehicular access will be provided from 22nd Street, the proposal is for 319 
units, and the site will contain 7 percent open space. Ms. Riddell displayed images 
showing the streetscape and height stepback from 22nd Street and the streetscape 
along Indian School Road. Ms. Riddell shared a proposal for townhomes south of 
the site that is not part of the rezoning request but will be developed by the same 
applicant and the open space will be shared by both developments. Ms. Riddell 
showed a proposed art incubator space within the development along Indian School 
Road, adding that they have been engaging with ArtLink and local artists. Ms. 
Riddell concluded by showing the existing sign for Beall’s Plumbing and shared that 
the applicant proposes to keep the sign on site, updating it with the development’s 
name.  
QUESTIONS FROM THE COMMITTEE: 
  
Chair Jay Swart commended the applicant for providing an art space on the site, 
reusing the existing historic sign, and concluded that the proposal was outstanding.  
 
Tom O’Malley asked if the existing billboard on site will remain. Ms. Riddell replied 
that she believed the billboard was not on their property, but she will look into it.

STAFF PRESENTATION: 
 
Ms. Sarah Stockham, staff, provided an overview of the request including the location 
of the request, existing and proposed zoning districts and surrounding land uses. Ms. 
Stockham displayed the site plan and elevations for the multifamily project and shared 
the proposal has received one letter of support and one letter of concern to date. Ms. 
Stockham shared the staff findings and stated that staff recommends approval subject 
to stipulations. 
 
APPLICANT PRESENTATION: 
 
Ms. Wendy Riddell, representing the applicant with Berry Riddell, LLC, introduced 
herself. Ms. Riddell displayed aerial images and the proposed site plan highlighting 5.6 
acres of the site is subject to rezoning while the rest is using existing entitlements. Ms. 
Riddell shared images regarding open space, amenity areas, access points, elevations, 
and an onsite artist incubator program. Ms. Riddell mentioned the one letter of concern 
presented in staff’s presentation was in relation to a lease involving stored construction 
material that since been mitigated.

Mr. Paceley shared that he liked the design of the site and asked in what phase of 
construction the townhouses will be built. Ms. Riddell replied the townhouses will be 
built at the same time as the apartments, however, since it is not a part of the zoning 
case, it is not shown.

Committee member Barry Paceley motioned to recommend approval of Z-56-22-4 per 
the staff recommendation. Committee member Adiba Jurayeva seconded the motion.

19-0; motion to recommend approval of Z-56-22-4 per the staff recommendation passes 
with Committee Members Abbott, Augusta, Baumer, Bayless, Beckerleg Thraen, 
Czerwinski, Eichelkraut, Garcia, Grace, Jurayeva, Langmade, Miller, O’Malley, Paceley, 
Rush, Schmieder, Wilenchik, Fischbach, and Swart in favor.
