The SUP will allow the owner to operate a 10,014 sq ft outdoor event venue near the middle of a 
five-acre parcel. The proprietor resides on site, and the larger parcel has private stables and an 
arena around the perimeters of the site that are not associated with the event venue. These 
structures visually screen the venue. On-site parking (52 spaces) will accommodate a maximum 
capacity of 100 people at the venue. The events will be self-catered with no additional venue 
employees. Outdoor events will operate only on weekends fall through spring. On Fridays and 
Saturdays, the venue hours will be 5pm - 10pm with outdoor lighting shut-off by 10pm, and on 
Sunday will be 5pm - 9pm with outdoor lighting shut-off by 9pm.

The property is served by City of Phoenix water and sewer along with an existing septic system. 
 
• 
The site fronts and has direct access onto Old 27th Ave. which connects to both Baseline Rd. or 
27th Ave. within a block. 
 
• 
There are commercial properties located along Baseline Rd. Corona Ranch event venue and rodeo 
grounds west of the site. It has operated for many years.  A City of Phoenix Park-n-Ride lot is 
located to the immediate north.  There are large-lot residential and equestrian uses to the south, 
and a more moderate-density residential subdivision across 27th Ave. to the east.

The property is within an area designated Rural Development Area (RDA) by the county’s 
comprehensive plan, but the City of Phoenix general plan designates the site as Commercial. The 
City requested a number of SUP conditions that staff attempted to incorporate where appropriate,

but most of the buffering/screening concerns were addressed by simply delineating the SUP area 
within the subject parcel’s interior.  
 
• 
There are no outstanding concerns from reviewing agencies. There is no known opposition. 
 
• 
A majority vote of a quorum is required for SUP approval.  
 
Commission  
 
Recommendation: 
On 6/11/26, the Commission voted 6-0 (motion by Commissioner 
Leighton, D4, seconded by Chair Milhaven D2) to adopt a motion 
recommending the Board of Supervisors approve Z2022077 
subject to conditions ‘a’ – ‘m’:  
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“Herdez – Special Use Permit”, consisting of two full-size sheets, dated April 13, 2026, and 
stamped received May 13, 2026, except as modified by the following conditions. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Narrative Report – Herdez – SUP Case #2022077”, consisting of 7 pages, dated 
April 13, 2026, and stamped received May 13, 2026, except as modified by the following 
conditions. 
 
c. 
The following event venue SUP conditions shall apply: 
1. Operational Hours: Friday and Saturday from 5 pm to 10 pm (10 pm venue shutdown 
and lights turned off), Sunday 5 pm to 9 pm (9 pm venue shutdown and lights turned 
off) 
2. Attendance on-site is limited to a maximum of 100 persons total at any given time 
during events. 
3. Parking lot lighting and related venue lighting shall meet Maricopa County Zoning 
Ordinance requirements. 
4. Adjacent to any rural or residential zone parking areas shall be screened from view.  
5. All event parking and attendees must park on site. 
6. All driveways and parking areas shall be paved or surfaced with pavement, gravel or 
other surfacing material acceptable to the Maricopa County Air Quality and Planning 
and & Development Departments. 
7. There shall be no amplified noise that exceeds 55 decibels as measured outside 
boundary of the parent parcels.  
8. At least one (1) employee must be on site at all times during scheduled events. The 
name and telephone number of the employee must be posted and identified at the 
entrance to the site at all times during scheduled events. 
 
d. 
This special use permit is valid for a period of five years and shall expire on July 15, 
2031, or upon termination of the use for a period of 90 or more days, whichever occurs 
first. All site improvements associated with the special use permit shall be removed 
within 90 days of such expiration or termination of use.   
 
e. 
The following engineering conditions shall apply: 
1. Retention basin(s) must drain within 36 hours.  
2. Engineering review of planning and/or zoning cases is for conceptual design only. All 
development and engineering design shall be in conformance with Section 1205 of 
the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current

engineering policies, standards and best practices at the time of application for 
construction. 
3. Based on the conceptual design nature of the information submitted, changes to the 
site layout may be necessitated by the final engineering design of the site’s drainage 
infrastructure.  
4. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with the 
application for Building Permits.  
5. 27th Avenue is within the jurisdiction of the City of Phoenix. The applicant will be 
responsible for coordinating with the City to review any traffic impact, right-of-way 
dedication, permitting or roadway improvement requirements.  
6. The subject premises is located within the County’s Urbanized Area. If disturbance of 
more than one (1) acre will occur, a Storm Water Pollution Prevention Permit 
(SWPP), issued by the County (PND) will be required prior to issuance of any building 
permits required for site development.  
 
f. 
The following City of Phoenix conditions of approval shall apply: 
1. Outdoor display or sales of merchandise be prohibited 
2. All temporary uses will be required to occur on a dustproof site. 
3. The use shall only be operated between 8 a.m. and 10 p.m. 
4. Any lighting shall be placed so as to reflect the light away from adjacent residential 
districts. All outdoor light fixtures shall be fully shielded. 
5. No noise, odor or vibrations shall be emitted so that it exceeds the general level of 
noise, odor or vibration emitted by uses outside the site. Such comparisons shall be 
made at the boundary of the site. 
6. All buildings and operations including parking areas that are used as part of the 
Special Use Permit area shall maintain a minimum a 10-foot landscape setback 
along lot lines and a 25-foot landscape setback along streets. 
 
 
g. 
Prior to occupying the existing residence or any portion thereof for any use associated 
with the Special Use Permit, the applicant shall obtain a Building Permit to retrofit the 
associated structures (including restrooms) to meet current commercial building code 
requirements as applicable and shall obtain a Certificate of Occupancy for the retrofitted 
building prior to occupancy. 
 
h. 
Amplified noise must conform to Maricopa County Noise Ordinance (P-23) that was 
adopted February 15, 2006 and is regulated by the MCSO. Section IV Noise; and further 
there shall be no amplified noise that can be heard from within closed residential 
structures within 500’ of the boundary of the subject property. With regard to the SUP 
there shall also be no noise that can be heard from within closed residential structures 
greater than 500’ from the boundary of the subject property. 
 
i. 
Prior to issuance of a building permit, written confirmation will be required from the 
emergency fire protection jurisdiction having authority that the facility has been 
designed in accordance with their regulations and requirements, and that emergency fire 
protection service will be provided to the facility. Prior to issuance of the certificate of 
occupancy, local fire protection jurisdiction review and approval will be required. 
 
j. 
Alcohol is not permitted to be sold on site unless a Special Event Liquor License is 
obtained through the Clerk of the Board.  
 
k. 
There shall be no overnight camping.

l. 
Noncompliance with any of the conditions assigned to the approval of this Special Use 
Permit by the Maricopa County Board of Supervisors may be grounds for revocation in 
accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance.  
 
m. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows the 
property to enjoy uses in excess of those permitted by the zoning existing on the date of 
application, subject to conditions.  In the event of the failure to comply with any 
condition, and at the time of expiration of the Special Use Permit, the property may be 
considered for revocation  to the zoning that existed on the date of application.  It is, 
therefore, stipulated and agreed that either revocation due to the failure to comply with 
any conditions, or the expiration of the Special Use Permit, does not reduce any rights 
that existed on the date of application to use, divide, sell or possess the property and 
that there would be no diminution in value of the property from the value it held on the 
date of application due to such revocation or expiration of the Special Use Permit.  The 
Special Use Permit enhances the value of the property above its value as of the date the 
Special Use Permit is granted and reverting to the prior zoning results in the same value 
of the property as if the Special Use Permit had never been granted.

Project Summary: 
 
1. 
The applicant is requesting a Special Use Permit (SUP) for a 10,014 sq ft outdoor event venue 
and on-site parking for 100 people located on an approximate 4.9 acres, Rural-43 zoned parcel in 
the south Phoenix / Laveen area known as ‘Mi Hacienda’. The parcel is located approximately 
274’ south of the southwest corner of Baseline Rd. and Old 27th Ave.  The site includes existing 
horse stables, an existing residence of the property owner, uncovered event space and a horse 
riding arena. The narrative states the use is only for outdoor events and clarifies that no public 
equine riding will be offered. 
 
2. 
The owner resides on the parcel and manages the venue, there will not be additional employees 
for the venue beyond the help hired for caterers or entertainers. The applicant proposes the event 
venue facility to host events on weekends from fall through spring. Friday and Saturday business 
hours are proposed from 5 pm – 10 pm, and on Sundays from 5 pm – 9 pm. The area lights will 
be turned off at 10 pm on Friday and Saturday and 9 pm on Sunday. Noise ordinances and 
maximum guest capacity shall be enforced by the property owner with refusals to return deposits 
to lessees of the space who violate these measures. Additionally, the narrative states that 
amplified music will not be allowed. 
 
3. 
A 10,014 sq. ft. outdoor event space lies behind the existing residence and is surrounded by 
accessory equine structures. These equine structures are for the property owner / resident’s 
personal, private activity and not part of the event venue nor for public assembly. The narrative 
and site plan do not reference any upgrades for the outdoor event space. It is assumed chairs 
and tables, etc. will be carried on and off site for events by vendors/caterers.  The outdoor event 
space will be utilized for birthdays, weddings, graduations and other family gatherings. The 
narrative report also states there will be no further improvements to the property.   
 
4. 
Fifty-two on-site parking spaces are proposed within the bounds of the property, with two 
accessible parking spaces immediately south of the event area and standard spaces along the 
southern boundary of the property. The parking areas will be surfaced with decomposed granite 
with emulsifier as shown on the site plan. The narrative states that dust will be controlled with 
on-site water applied twice each day in the drier months or once a day in cooler or wetter times. 
The owner will be applying water before the start of each event to reduce dust.  
 
5. 
Building C as shown on the site plan adjacent to stable 1 will be a bathroom with 20’ height and 
390 sq. ft. The narrative states this will be conversion of an empty garage building to install 
permanent toilets including an accessible toilet.   
 
6. 
The site plan shows a large number of existing structures on-site, It is important to note that none 
of these structures are proposed to be used for the event venue or for public assembly. Unless 
there is a noticeable defect or public safety concern regarding the existing structures, as-built 
permitting may be required. The property owner intends to prevent guest access to other areas 
of the property. 
  
7. 
The parcel is screened by combination of native vegetation and fencing. The frontage along Old 
27th Ave is white wrought iron fencing with site screening canvas along with landscaping. No 
additional screening or construction/improvements are proposed. Adjacent to any rural or 
residential zone parking areas shall be screened from view and will be included as a condition of 
approval.

8. 
Staff notes a 386 sq. ft. portion of the subject parcel to the north is annexed into the City of 
Phoenix measuring approx. 3’ in width causing an internal property boundary where structures 
encroach into City of Phoenix across a jurisdiction/zoning boundary. This structure is existing 
and predates 2000 where no permit will be required unless there is a visible defect or public safety 
concern. Further this building is not part of the SUP area for the event venue / public assembly. 
The presumed, unpermitted structures existing on the property prior to January 1, 2000 are 
considered LNC with regard to zoning requirements (such as setbacks) and are not required to 
be permitted without observable defect or safety concern. However, addition/alteration of said 
structures or change of occupancy (such as from residential to commercial/public assembly) will 
negate LNC status, and require the structures to be brought into conformance with zoning and 
building code requirements. The applicant clarified that none of the existing structures will be 
used as part of the event venue operation.  
 
9. 
Subject SUP was filed on April 13, 2022, with first review Technical Advisory Committee meeting 
held on June 7, 2022. On July 25, 2022, the property owner applied for a Temporary Use Permit 
requesting 30 event days over a 6-month period while the SUP was in process. One memo of 
opposition was received and the TUP case was approved by the Board of Adjustment on 
September 15, 2022. Staff is unaware if the venue continued operating since the TUP expired.

Comprehensive Plan Framework 2040 (adopted May 20, 2026): The subject site is not within a 
County Area Plan and thus the comprehensive plan defaults it to the ‘Rural Development Area 
(RDA)’. The Rural Development Area is utilized for rural land uses and rural zoning.

City of Phoenix: PlanPHX 2025 (adopted April 17, 2024): The subject parcel’s land use 
designation is “Commercial” which accommodates office, retail, service and multi-family 
development in varying scales and intensity of uses. The request is consistent with the City of 
Phoenix General Plan as confirmed in a letter issued by the City dated 9/29/22. Due to the length 
of time with processing the case, staff followed up with the City of Phoenix this year and 
confirmed the original comments from the 2022 letter as still applicable.   
 
Public Participation Summary:

The applicant complied with public notice requirements. The applicant sent the initial notice of 
the application on April 15, 2023. Per the applicant’s Citizen Participation Results Report dated 
February 17, 2026 one response was received with concerns about noise at the time of initial 
notification. The applicant responded via email directly with clarifications on business operations 
and assurances that the owner will follow all noise ordinances. Staff did not receive comment 
from the public. Significant time has passed since the initial application notice sent on May 9, 
2022 and a second notice by the current applicant on April 15, 2022.  Although this may seem 
dated, the public notice was conducted for the April 23, 2026 Commission hearing.  Staff is not 
aware of any public opposition. 
 
Outstanding Concerns from Reviewing Agencies:

In a letter dated September 29, 2022, the City of Phoenix requests the following conditions of 
approval be considered:

odor or vibration emitted by uses outside the site. Such comparisons shall be made at the 
boundary of the site. 
• 
All buildings and operations including parking areas shall maintain at a minimum a 10-
foot landscape setback along all interior lines not on a street, including along the City of 
Phoenix owned 27th Ave. Baseline park-and-ride facility. A minimum 25 foot landscape 
setback shall be maintained adjacent to a street. The standards are consistent with 
commercial zoning standards in the C-2 district. 
 
Staff advised the applicant to reach out to the City to request relief from the requested condition 
regarding the encroachment of the pole barn structure into City of Phoenix limits. The applicant 
clarified that no parking is proposed within 10’ along the northern property line and that existing 
structures located along the northern property line are legal non-conforming. Per the applicant, 
their proposal complies with the City’s request. No further update regarding correspondence 
between the applicant and the city regarding the encroachment was provided to County staff. 
 
Staff’s recommendation has incorporated the City’s conditions but only with regard to the SUP 
area and any related buildings and parking. 
 
Staff Analysis:

Staff takes into consideration the parcel’s location along a major arterial and similar adjacent 
uses. The properties along Baseline Rd. are commercial in nature and Rancho Corona rodeo 
grounds and events center has operated for many years adjacent to the west of the subject 
property. However, staff has concerns on impacts of the business operation to residences 
adjacent to the south and an established subdivision to the east with the addition of a second 
event center adjacent to an existing one. Although this application does not propose amplified 
music, staff has concerns of dual competing events adding to neighborhood ambient noise levels 
every weekend from Spring through Fall. Additionally, a publicly funded park-and-ride facility 
owned by the City of Pheonix has the potential to be misused during events as the park-and-ride 
facility is not patrolled over the weekend and is conveniently located with access of Old 27th Ave. 
north of the property. The SUP does not allow cross-parking / shared-parking access and the City 
of Phoenix has noted they will not allow the use of their parking facility for patrons attending Mi 
Hacienda events. Similar complaints about excess parking off-site were made with regard to 
previous TUP events.  Due to this history, staff will recommend a five-year SUP validity with annual 
status reports. This is to ensure the business complies with SUP conditions and to demonstrate 
the business can be a good neighbor operating with minimal impacts to the neighborhood 
residents.  If so, the SUP can then be revisited and extended. 
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve Z2022077 subject to the following conditions ‘a’ – ‘m’:

noise, odor or vibration emitted by uses outside the site. Such comparisons shall be 
made at the boundary of the site. 
6. All buildings and operations including parking areas that are used as part of the 
Special Use Permit area shall maintain a minimum a 10-foot landscape setback along 
lot lines and a 25-foot landscape setback along streets. 
 
g. Prior to occupying the existing residence or any portion thereof for any use associated with the 
Special Use Permit, the applicant shall obtain a Building Permit to retrofit the associated 
structures (including restrooms) to meet current commercial building code requirements as 
applicable and shall obtain a Certificate of Occupancy for the retrofitted building prior to 
occupancy. 
 
h. Amplified noise must conform to Maricopa County Noise Ordinance (P-23) that was adopted 
February 15, 2006 and is regulated by the MCSO. Section IV Noise; and further there shall be no 
amplified noise that can be heard from within closed residential structures within 500’ of the 
boundary of the subject property. With regard to the SUP there shall also be no noise that can be 
heard from within closed residential structures greater than 500’ from the boundary of the subject 
property. 
 
i. 
Prior to issuance of a building permit, written confirmation will be required from the emergency 
fire protection jurisdiction having authority that the facility has been designed in accordance with 
their regulations and requirements, and that emergency fire protection service will be provided to 
the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction 
review and approval will be required. 
 
j. 
Alcohol is not permitted to be sold on site unless a Special Event Liquor License is obtained 
through the Clerk of the Board.  
 
k. There shall be no overnight camping.  
 
l. 
Noncompliance with any of the conditions assigned to the approval of this Special Use Permit by 
the Maricopa County Board of Supervisors may be grounds for revocation in accordance with the 
requirements and procedures as set forth in the Maricopa County Zoning Ordinance.  
 
m. The granting of this change in use of the property has been at the request of the applicant, with 
the consent of the landowner.  The granting of this approval allows the property to enjoy uses in 
excess of those permitted by the zoning existing on the date of application, subject to conditions.  
In the event of the failure to comply with any condition, and at the time of expiration of the Special 
Use Permit, the property may be considered for revocation  to the zoning that existed on the date 
of application.  It is, therefore, stipulated and agreed that either revocation due to the failure to 
comply with any conditions, or the expiration of the Special Use Permit, does not reduce any rights 
that existed on the date of application to use, divide, sell or possess the property and that there 
would be no diminution in value of the property from the value it held on the date of application 
due to such revocation or expiration of the Special Use Permit.  The Special Use Permit enhances

the value of the property above its value as of the date the Special Use Permit is granted and 
reverting to the prior zoning results in the same value of the property as if the Special Use Permit

PURPOSE OF REQUEST 
 
The property at 7644 S. 27th Street is requesting a Special Use Permit for an outdoor special event 
business and horse facility, known as Mi Hacienda (the “Site”). The property is zoned as Rural-43 
zoning district. The property is located roughly 335’-0” South of W. Baseline Rd on S. 27th Street. The 
Site is currently developed with a single-family residence, horse stables, arena, covered event space 
and ancillary facilities. 
 
DESCRIPTION OF PROPOSAL 
The owner of the property located at 7644 S. 27th Street is requesting a Special Use Permit to allow 
the use of the site as an outdoor event business. This will be operated as a home-based business, as 
the owner currently resides in the existing single-family house on the property. 
In addition to the owner's personal residence, the fully developed site also includes: 
 
• 
Horse stables and an arena, where the owner boards horses and offers horse training/practice 
for competitive events 
• 
A designated open space area between the existing buildings, which the owner plans to use for 
hosting small outdoor events such as weddings, birthdays, quinceañeras, graduations, and 
other family gatherings 
 
The property is situated along the old 27th Avenue, just south of Baseline Road, in South Phoenix. The 
owner intends to limit public access to the event space, which can accommodate up to 52 vehicles 
across the southern property line and street frontage lawn area. 
 
Aside from adding chip seal to the parking areas and addressing any drainage issues, there are no 
plans for further development on the site. The owner aims to formalize and expand the use of this 
property for both event business and horse-related activities through the requested Special Use Permit. 
 
Section 1 (parking lot): 
As customary with agricultural-type properties, dust will be controlled on the Site with water, applied 
twice each day in the drier months, once a day, or as needed, in cooler, wetter times. Gravel with an 
emulsifier will be installed in areas as indicated on the site plan. The owner has a water buffalo type 
vehicle on the property and will be applying water directly before the start of an event.

Section 2 (House): 
The main house is the primary residence for the owner. It will not be available during events as 
it is a private residence. The owner is transforming an existing empty garage building to install 
permanent toilets. (1 ADA complaint). See the site plan for the location. The event hosts are 
notified that the delineated area on the property is for outdoor entertainment. 
 
Section 3 (Public area): 
Most of the property has existing buildings set up to care for the owners’ horses. Multiple 
stables, a corral, and other shade structures. (Some of these shade structures are shown 
below.) The site plan shows the delineation for where the events will take place. These are 
intended to be outdoor events and gatherings.

There are currently multiple open shade structures 
on the site that house horses. The house will not be 
accessible during events. Building C will house the 
toilets for the events. There will be an accessible 
toilet stall to meet all accessibility requirements.

under roof square footages for the shade structures 
as well as the height of each structure on the 
property. 
 
DELIVERY ENTRANCES: 
There will be one delivery entrance. The truck 
will drive straight onto the property to the 
storage garage area and can then forward pull 
around the front of the house and back out the 
way It came In. 
 
ENVIRONMENTAL/NEIGHBORHOOD IMPACT: 
This property already has most of the pieces to make a lovely outdoor activity with a beautiful 
backdrop of South Mountain Park and Preserve. Most of the site has existing features such as

horse stables, a corral, and other livestock shade structures. The horses will NOT be offered 
for public riding. 
There are shade trees and residential fence 
screening to help prevent light pollution and to 
control any sound whether it be music (not 
amplified) or general crowd noises. Surrounding 
residents may have some concern of sound 
Issues, however, noise ordinances will be 
followed and enforced. The Intent Is to keep a 
connection to the preserve as well as honoring 
the rural roots of Laveen by keeping open space 
and having the business be outdoor focused as 
much as possible. Mitigation for any neighbor concerns will be like the Corona Ranch and 
Rodeo Grounds, which is an established business that shares property lines with Mi 
Hacienda. 
 
HOURS OF OPERATION/EMPLOYEES: 
Mi Hacienda is a family owned and operated event space. As stated above, the property is currently 
fully developed, and the family would like to open their amazing space for others to enjoy. The family 
will operate the facility and will only hire help on an as needed basis, as in the case of caterers or 
entertainers. There are no “employees” of the facility other than family. The proposed events will only 
take place on the weekends with limited hours to not disturb the neighbors. 
 
Proposed hours of operation are as follows: 
Friday: 5 PM - 10 PM * 
Saturday: 5 PM - 10 PM * 
Sunday 5 PM -9 PM * 
*The arena lights will be off by 10 PM (9 PM on Sundays) 
 
This Is Intending to be an event venue on weekends only. The owner has an experienced 
outdoor event business, and they have as part of their business plan that they will limit number 
of people that can attend events and will follow all codes and noise ordinances and will have 
events end at 10 PM (9 PM on Sundays. During the typical Arizona high season during the fall 
through spring. Guests are expected to follow all noise ordinances; this will be enforced by the 
owner since they live on the property. The contract with event hosts will cover the noise and 
guest limit restraints and hold onto any deposit paid in advance for any violations.

RELATIONSHIP TO SURROUNDING PROPERTIES 
 
 
 
The property Is located in the 
Laveen community. S. 27th 
Avenue south of W. Baseline 
Rd. The surrounding 
properties are horse 
properties, with a rodeo 
ground nearby. There are 
residences, a church, and a 
private education academy in 
the near vicinity. The property 
Is surrounded to the West and 
partially to the North by the 
Corona Ranch Rodeo, which 
has a similar use for their 
property. Directly North of the 
Site is a Park-and-Ride owned by the City of Phoenix and operated by Valley Metro. To the 
South there are residential properties. To the East is an empty lot. 
 
LIGHTING 
The lighting on the property is typical exterior lighting for the horses, the only area to be used 
during events will have temporary lighting around the interior of the property to reduce and 
eliminate any light trespass onto other surrounding properties. There will be small overhead 
string lighting above the area designated for the event. Any lighting used for events will be 
turned off by 9 PM on Sundays, and 10 PM on Friday and Saturday. 
 
LOCATION AND ACCESSIBILITY 
The location of this property being on S 27th Avenue. The empty lot to the East provides 
spatial separation from the Southeastern residential neighborhood, as seen on the aerial. The 
Residences to the South are larger horse properties (whether livestock currently lives on the 
property or not.) There Is a single driveway access for delivery trucks and a dumpster access 
for waste management. 
 
CIRCULATION SYSTEM 
The circulation system starts at the entry gate that leads to the house and stables. The site 
plan shows parking lot layout that can be driven around. 
 
DEVELOPMENT SCHEDULE 
Letters notifying neighbors of the intention for the SUP were mailed out on April 12, 2023. We 
received an email from a concerned citizen. This citizen asked about noise control and was 
told about the schedule on the weekends only and no other issues were discussed. 
 
We are requesting the special use permit for weekend outdoor events. There was already a 
temporary use permit in place. Now expired, any event will seek an individual event permit.

The Special Use Permit (SUP) would eliminate the need for individual permits. There is also 
currently a legal non-conforming (LNC) approval for the existing non permitted accessory 
structures located on the property. If the SUP is approved, the owner will provide as-built 
documentation of the existing structures on the site and submit for building permit approvals, 
as required by the county. Note that these areas are clearly marked to remain rural per the 
zoning of the property. If the SUP is not approved, the existing LNC agreement will remain in 
place. 
 
COMMUNITY FACILITIES AND SERVICES 
The Laveen community is a beautiful rural area that has recently grown in its residential 
market. The backdrop surrounding the property is a view of the Downtown Phoenix skyline, 
views of the valley, and the South Mountain Park and Preserve. The location is near the San 
Juan Lookout, the National Trail, Dead Man’s Pass, Curtis Saddle Trail head, East Laveen 
Trail, and nearby access to the South Mountain Park and Preserve. The site Is easy to get to 
with the South Mountain Loop highway. This property Is also near the Gila River Indian 
Community and access to casinos and other entertainment. 
 
Within less than one square mile, there are community facilities and services available. 
Regarding school districts there are three represented and one public charter school and one 
private school. Schools within one mile: 
• Phoenix Union High School District -Cesar Chavez High School 
• Laveen School District- Vista Del Sur Accelerated Academy 
• Roosevelt Elementary School District- Bernard Black & Ignacio Conchos Elementary 
Schools 
• Sun Valley Academy Charter School 
• Arizona Lutheran Academy 
 
In addition to schools in the area, there are also many public parks within one mile. Parks

Water, sewer, and fire services are provided by the City of Phoenix, while SRP provides 
electricity and irrigation. Regarding police, Maricopa County Sheriff’s Office services the 
property. Trash services provided by waste management. Property has a waste management 
dumpster. They have an existing septic system that would remain in place.

There is no parking proposed within the 10'-0" setback along the north property line. Any existing structures 
located along that property line are legally non-conforming. 
Additionally, this area is private to the owner and will be secured with fencing during events. 
Based on the current design, we do not anticipate any issues complying with the conditions outlined in the 
letter.

of more than one (1) acre will occur, a Storm Water Pollution Prevention Permit 
(SWPPP), issued by the County (PND), will be required prior to issuance of any
