DECLARATION OF OFFICIAL INTENT

For Reimbursement of Expenditures from Lease Financing

1) Maricopa County, Arizona (the Issuer”) has determined a need to enter Into lease financing to replace
County equipment such as vehicles, radios, and computers.

2) A portion of the expenditures relating to the Project (the “Expenditures”) (i) has been paid within sixty days
prior to the date hereof or (ii) will be paid on or after the date hereof.

3) The issuer reasonably expects to reimburse the Expenditures with proceeds of lease financing.
4) The maximum principal amount of obligations expected to be issued is $46,640,618.

a. $11,094,538 - General and Detention Funds Vehicles

b. $16,912,527 — Computer Refresh

c, $18,633,553 — Radio Refresh

The undersigned has been authorized by the Issuer to make and sign this Declaration on behalf of the Issuer
pursuant to action taken by the Board of Supervisors on July 15, 2026. (Clerk of Certification of action attached)
