The purchase is for covert surveillance systems utilized for criminal investigations. The equipment involved the purchase of
complete covert camera assemblies utilizing the American Electric Holophane housing, Panasonic camera and sierra wireless
RV55 dual band router. These devices are utilized in various criminal investigations throughout Maricopa County. These
tactical camera systems are placed on streetlight poles and continuously record activities and stream those activities to
web-based computers which record the events for the Investigators to watch and document activities as evidence. This
equipment would allow detectives to observe criminal activities from afar and record without compromising the Investigation
during surveillance.

This equipment is essential for the covert operations conducted within Maricopa County. The equipment is
utilized by several divisions within the Maricopa County Sheriffs Office, as well as assisting with of agencies
investigations in a joint partnership. These investigations are sensitive in nature and the need for updated
technology to combat the criminal organizations are a must. Asset Security Tracking and Recovery is the sole
provider of this equipment and technology being utilized by the government to combat the criminal organizations
in the metro Phoenix area. The covert streetlight head surveillance camera with its contained camera and
broadband video transmission is the only one of its kind in the country for use with the City of Phoenix and
surrounding suburb cities. Asset Security Tracking and Recovery also has a patent pending on this exclusive
design. We have purchased these systems from ASTR since FY17 to remain consistent with inventory and
operational familiarity as well as being the only covert camera system approved by cities they are used within.

Due to the sensitivity of the investigations this product is utilized for, Asset Security Tracking

And Recovery is the sole provider/manufacturer of this product and technology being sold and
operated in the city of Phoenix metro area as well as it's surrounding suburb cities.

MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.

| have found the pricing for the LED Tactical Pole Cameras produced by Asset Security
Tracking and Recovery are comparable to others in this market. The other companies do not
produce a suitable LED Covert Light that is authorized to be hung on City of Phoenix Light
Poles or the surrounding suburb cities, which look like the ordinary streetlight.

12/30/22 - MCSO is requesting approval of an additional $26,592.60 to purchase two additional pole camera systems
using OCDETF funds.

04/06/23 - MCSO is requesting approval of an additional $88,642 to purchase ten additional cameras using OCDETF funds.
